Brief introduction
REACH Ethiopia is a non-profit local organization established and registered as an Ethiopian Residents Charity. It strives to contribute for community development through implementation of innovative and targeted project interventions to deliver quality health services for disadvantaged communities. Since its establishment in 2013, REACH Ethiopia has successfully implemented community-based TB care interventions and integrated health service projects in Sidama, SNNP and parts of Oromia Regions.
REACH Ethiopia in collaboration with Ministry of Health and Regional Health Bureaus is currently implementing projects (USAID Urban TB LON, USAID/MSH/ETB/Sub-grantee, Expertise France, CFCS-12 and MOH/GF).
Purpose of the Position:
This post holder (Anticipated) will be responsible for leading, expanding and managing Aspect connectivity solution. He/she will collaborate with NTP and NRTL in rollout and further scale up of Xpert and MGIT connectivity. S/he will also provide technical assistance and support to the National TB Reference Laboratory on Connectivity solution. The Project Manager reports both functionally and hierarchically to REACH Ethiopia’s Technical Director and will work closely with relevant technical teams across projects. The position is contingent up on project award
Duties and Responsibilities
- Support the NTP/NTRL to roll-out/expand and implement a diagnostic connectivity solution (ASPECT) for the Gene Xpert and MGIT machines
- Support the national and regional implementation of Aspect connectivity solution to strengthen the Laboratory Information Management System (LMIS):
- Coordinate the planning, implementation, and continuous monitoring of all technical areas and technical activities of the project
- Facilitate the installation of Aspect software and internet modems to GeneXpert and MGIT machines.
- Support national and regional level Aspect Connectivity training
- Provide technical support to Aspect connectivity maintenance service.
- Support NTRL in the monitoring of the Aspect dashboard, export the data, analyze and use the information for decision making.
- Monitor the weekly active and inactive sites identification and contact the inactive sites for connection or technical support.
- Provide technical assistance on rapid molecular TB diagnostic service in USAID TB projects
- Represent the project at national/regional fora and TB laboratory taskforce
- Keep project management updated on stakeholders’ expectations and status of project achievement against expectations
- Review the plan regularly to ensure indicators and objectives are being achieved in a timely manner and lead the production and dissemination of project specific reports, success stories, innovations and initiatives
- Take an active part in the project issue/risk management process, by contributing to the identification and prioritization of existing and potential issues and risks, and helping to develop local level strategies and controls to mitigate these
- Contributes to knowledge management by identifying key results for performance improvement and communication strategies
- Lead, monitor, supervise small group of teams, where necessary
- Check project compliance against donor, organization as well as MOH policies, and highlight any issues to the Technical Director/Executive Director
- Undertake other responsibilities as assigned by the supervisor

About You
Qualifications:
Education
- Master’s degree in Medical Laboratory Sciences or equivalent.
Experience
- Minimum 6 years, post qualification experience including experience on working in National/ TB program Laboratory System support
- Experience working on rapid molecular TB diagnostic service.
- Experience in TB laboratory network system and in specimen referral rollout and coordination at regional level
- Current knowledge of existing developments in the field of TB laboratory
- Knowledge of connectivity solutions/GxALERT is advantageous.
Behavioral competencies and skills
- Good interpersonal skills with experience in networking with partners at all levels (government, NGOs and local community-based organizations)
- Fluency in written and spoken English
- Computer literacy; competency with Microsoft Office, internet and email systems
- Ability to work independently as well as in collaboration with colleagues and partners
- Willingness to travel frequently within the project implementation area
