Purpose of the Role

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum, and regulate political parties in Ethiopia. NEBE is looking for an experienced and self-driven Regional Office head for the Oromia Regional Office. As a Regional Office head, the person will be responsible for overseeing the overall administrative functions of the regional office crucial for NEBE to meets its Constitutional Mandate. In this position, S/he has to manage the regional branch office day to day activities.

Specific responsibilities: 

  • Leads, supervises, and supports the employees of the NEBE Oromia regional office.
  • Ensure the employees under his/her supervision are discharging their responsibilities and evaluate their performance on timely basis.
  • Organizes, leads and supervises activities related to election in the region.
  • Ensure election logistics are timely provided to regional office, constituency offices and polling stations.
  • Overseas regular monitoring of procurement processes to ensure that they are performed consistently and in accordance with the corporate standards and relevant public finance laws and rules.
  • Puts in place and oversees processes to identify, develop solutions and act upon operational and financial problems in consultation with Board;
  • Provides advisory services on procurement, human resources, in consultation with the Board.
  • Ensures compliance with corporate human resources policies and strategies.
  • As per the guidelines of the Board, he/she supervise political parties at regional level.
  • As per the instruction of the Board and the Manager of Civic and Voters Education, coordinate and ensure civic and voters’ education is properly carried out in the region.
  • Supervises and follow the process of voters’ registration and voting is carried out as per the regulation and make decisions for complaints as per the legal framework stipulated by the board.
  • Reports about the election process and the result to the Head Office (the Board).
  • Compiles the necessary data and reports to the Head Office.
  • Provide the quarterly and annual reports to the Head Office.
  • Other duties assigned by the Board Chairperson and CEO.

Expected Start Date: Immediately after concluding the contract

Job Requirements

Required qualifications, Competencies & Skills trainings and experience

  • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field;
  • Minimum of 7 years’ work experience for a degree and 5 years work experience for masters
  • Respect NEBE’s main principles of performing in a free, impartial and fair manner;
  • Strong grasp of democratic institutions principles;
  • Ability to write and speak the federal working language, the regional language and English; knowledge of additional international and local language will be an asset;
  • Strong knowledge and experience, human resource management, finance, and procurement processes;
  • Knowledge of government institutions working procedure and willingness to create a conducive work environment and to work as a member of a team;
  • Handles confidential and politically sensitive issues in a responsible and mature manner;
  • Ability to express ideas clearly, work in a team environment and create an environment that fosters good working relationships;
  • Has strong interpersonal, negotiation and networking skills;
  • Basic information technology and computer skills;
  • Excellent knowledge and experience in organizing and ability to confidently work in a team environment;
  • Strong technical knowledge in finance, human resource management and logistics;
  • Knowledge of and sensitivity to local politics and culture as well as community issues
  • Not be a member of any political party
