Background of IRC:

Currently, providing assistance in ten different regions implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary: 

This position focuses on enhancing the implementation of the IRC’s Food Security and Livelihood (FSL) projects, including Cash-Based Interventions (CBI), across various locations within the mission’s operational area. The role entails providing direct technical support through regular field visits and follow-ups. The post holder will work closely with the ERD coordinator, CAV manager, and field-based Program Managers (PMs) throughout the project lifecycle, from design to implementation and closeout.

Key responsibilities include advising on the identification, formulation, implementation, monitoring, and evaluation of FSL projects; supporting field-based project managers in planning and executing livelihoods, cash, and voucher-based activities; and assisting in the preparation of internal and external narrative and financial reports.

Due to the necessity of directly supporting the organization’s interventions, particularly cash assistance in crisis-affected areas, the role requires spending approximately 60-70% of the time at implementation sites and field locations.

Objectives 

  • Ensure the timely and high-quality implementation of IRC’s food security, livelihood, and cash activities within the mission.
  • Maintain effective coordination between the IRC country office and base offices.
  • Support field teams throughout the implementation of the mission’s food security, livelihood, and cash activities.
  • Undertake responsibilities in the absence of the CAV manager and livelihoods advisor.
  • Ensure the timely and quality implementation of partner projects

Major responsibilities include: 

Ensure Timely and Quality Implementation

  • Collaborate with local authorities and community representatives to conduct detailed needs analyses and design appropriate responses that strengthen local capacities at the field level.
  • Ensure projects are implemented according to standards (e.g., SPHER, Core Humanitarian Standard) and IRC SOPs.
  • Support day-to-day program activities by working closely with PMs, cash and voucher managers, and officers to ensure adherence to donor policies and IRC regulations.
  • Ensure manuals and procedures are followed during project implementation.
  • Conduct regular visits to project areas to assist field staff with identifying and resolving technical issues.
  • Ensure adequate beneficiary data protection measures are in place.
  • Establish effective complaint and feedback mechanisms.
  • Actively participate in project cycle meetings.

Effective Coordination Between IRC Country Office and Field-Based Offices

  • Ensure proper coordination with stakeholders and consortium partners for cash disbursement to selected beneficiaries.
  • Submit financial documents (e.g., MBL, distribution plan, distribution list) to the finance team before cash distribution, in accordance with SOPs.
  • Support proper project documentation and record-keeping, including needs assessment data, voucher certificates, cash receipts, and beneficiary lists.

Support and Follow Up with Field Teams During ERD Activities Implementation

  • Monitor project implementation to ensure timely and effective completion of planned activities and interventions.
  • Conduct regular visits to project areas to verify the timeliness, transparency, and authenticity of delivered assistance.
  • Support the field team during beneficiary targeting and registration processes.
  • Assist in conducting market assessments and compiling market analysis reports for implementation areas.
  • Ensure cash distribution is conducted in accordance with SOPs.
  • Ensure timely submission of financial documents as per SOPs.
  • Collaborate with the MEAL team and Program Managers to assist in executing baseline assessments, post-distribution monitoring, market monitoring, and evaluation activities in a timely manner.
  • Manage and monitor digital platforms.

Undertake Activities in the Absence of the CVA Manager and Livelihoods Advisor

  • Represent IRC in various national coordination platforms (e.g., ATF, ECWG, MTWG) and actively contribute to discussions and influence outcomes.
  • Ensure the timely delivery of external reporting requirements at the national level (e.g., 4W).
  • Participate in and contribute to proposal development efforts.
  • Collaborate with PMs to review the monthly Activity Progress Reports (APR).

Ensure Timely and Quality Implementation of Partner Projects

  • Review partner plans and reports, providing timely feedback.
  • Conduct periodic field visits with other team members (ERD/ERR teams) to support partner projects hands-on.
  • Actively participate in project cycle meetings.

Safeguarding Responsibilities: – 

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

About You

Educational Requirements

  • Master’s degree and bachelor’s degree in a relevant field (Agriculture, Economics, Food Security) from recognized university.

Preferred Work Experience and skills

  • 3 years of professional work experience, or a bachelor’s degree with 4 years of relevant experience.
  • Experience in an international NGO, UN agency, or international organization in a similar role or with comparable responsibilities.
  • Proven experience in external representation and coordination with other NGOs, donors, government agencies, and senior officials.
  • Proficiency in project design, proposal writing, report writing, and strategy development.
  • Experience in monitoring and evaluation, particularly in humanitarian and development contexts.
  • Familiarity with conducting market and labor assessments.
  • Experience in supervising and coaching staff.
  • High proficiency in Microsoft Word and Microsoft Excel.
  • International experience is an advantage.
  • Ability to represent IRC effectively and charismatically to donors, IRC HQ, and other stakeholders.
  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
  • Strong organizational skills with the ability to prioritize tasks independently.
  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work both independently and collaboratively as part of a team in a dynamic, cross-functional global team structure
  • Highly proficient in Microsoft Office suite
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Ability to manage and work through change in a proactive and positive manner.
