Job Title: JSI/Ethiopia Safety and Security Advisor
Position Type: Full time
Reports to: JSI/Ethiopia Country Finance and Operations Director
Posting Location: Addis Ababa, Ethiopia
Duration: one year with a possibility for extension
The Safety and Security Advisor will serve as the lead for safety and security needs across JSI’s project portfolio. They will ensure a comprehensive and robust safety and security program is developed and adhered to by all project staff, actively monitor security threats and inform programmatic planning/travel decisions, provide staff training, and advise JSI’s local leadership on safety and security issues. This position will support all projects managed by JSI in Ethiopia. The position will be based in Addis Ababa, with frequent travel to the regions.
Responsibilities
- Serve as the primary safety and security point of contact for all JSI/Ethiopia projects and coordinate closely with the JSI/Ethiopia Country Finance and Operations Director, JSI/Ethiopia Country Director, various project Chiefs of Party (COPs)/Project Directors (PDs) on all security related issues;
- Actively monitor the security situation across the country and provide real-time updates to project staff whose work and personal safety may be impacted by the various security threats.
- Provide routine security update to the SSPOCs and the JSI leadership.
- Responsible for ensuring that the JSI Ethiopia Safety & Security Manual (SSM) is adhered to and up-to-date;
- Build a network of safety and security resources across the country, including coordination with other NGO security professionals, to enhance JSI’s access to real-time information and seek out best practices in the field related to security;
- Work closely with all safety and security focal points (in Addis and throughout the regions) to ensure the leadership remain security aware and compliant in all aspects of policy implementation;
- Work closely with the operations teams for each project to strengthen project processes (including travel) from a security perspective;
- Strictly enforce journey management procedures and the standard operating procedures including route assessment, journey briefing, and movement tracking;
- When security incidents occur, plays a lead role to the Crisis Management Team (CMT);
- Conduct trainings for staff including JSI basic policies and procedures (SSM), personal security, road movement procedures, information security, first aid, etc.
- Provide induction/orientation training on safety and security for all new JSI hires, as well as conducts a safety briefing for all international travelers, upon arrival.
- Conduct site security assessments and ensure that infrastructure and security systems are active and operational for JSI offices;
- Prepare incident reports on all security-related incidents that affect JSI staff, office, and assets;
- Monitor functionality and performance of all security related equipment/supplies, including cameras (if applicable), fire alarm system, lighting system, radios, emergency provisions in vehicles, etc. and make arrangements for repairs as needed;
- Under supervision of the Country Finance and Operations Director, coordinate with relevant government departments, law enforcement agencies, communities, etc, in case of any issues related to security incidents/accidents;
- Responsible for implementing JSI’s Accountability Framework and Code of Conduct, and adhering to JSI’s polices on fraud management.
- Travel to the field to provide any of the safety and security related tasks listed above (as needed);
- Perform any other task as assigned by the supervisor.
About You
QUALIFICATIONS
- Bachelor’s degree and/or specialized certification in safety and security required;
- Minimum of 8 years professional experience overseeing safety and security programs, with increasing level of responsibility;
- Experience working with international NGOs or international companies preferred;
- Experience developing safety and security programs and policies required;
- Experience developing and delivering security-related training required;
- Wide security-related network throughout the country preferred;
- Strong leadership capabilities including organizational and problem solving skills;
- Excellent interpersonal skills to form effective working relationships at all levels;
- Ability to easily communicate in a clear and courteous manner with all colleagues as necessary;
- Ability to work with and communicate effectively with colleagues at all levels of the organization;
- Detail-oriented, highly organized with the ability to multi-task and work independently;
- Strong analytical approach to problem solving;
- Ability to effectively provide support, solutions across borders and cultures;
- Must adhere and be able to maintain confidentiality for all company and staff proprietary matters;
- Excellent written and verbal English skills are required;
- Proficiency in Microsoft Suite (Word, Excel) and the Google platform (Gmail, Google Drive) preferred;
- Willingness to travel to the field on occasion.
