A) About FSSP Ethiopia – WUSC 

 

The FSSP in Ethiopia is a Global Affairs Canada (GAC) project managed by the World University Service of Canada (WUSC). WUSC is a Canadian international development organization with a mission of fostering human development and global understanding through education and training. Aligned to GAC’s policy on aid effectiveness, the FSSP actively supports GAC’s development commitments in Ethiopia and assists in reaching quality results.

 

FSSP Ethiopia is responsible for the provision of a range of technical and logistical services. Provision of these services help support effectiveness, efficiency, quality, and relevance of Canada’s support in responding to Ethiopia’s development challenges. Canada aligned its development programming to Ethiopia’s development needs as outlined in the Country’s Ten-Year Development Plan as well as GAC’s development policies and priorities. The FSSP actively supports GAC’s development commitments in Ethiopia and assists in reaching quality results. The project also provides specific Ethiopian knowledge and expertise that offers GAC insights and appreciation for local development issues to inform the design of impactful and comprehensive development strategies. The FSSP also provides administrative and logistical services to support GAC’s project delivery and oversight. The FSSP is aligned with GAC’s policy on aid effectiveness which is a policy aimed at delivering aid in a way that maximizes its impact on development. To this end, the FSSP Ethiopia supports key elements of GAC’s commitment to aid effectiveness, including efficiency, alignment, and risk management.

 

FSSP Ethiopia seeks to recruit a dynamic Senior Professional Facilitator to engage senior leadership from Ethiopia and abroad for Embassy of Canada events in Ethiopia, ensuring high visibility and strategic impact.

 

B) Application Instructions and Conditions

 

Interested candidates (individual or firm) who meet the qualifications for the role should submit a technical proposal and a financial proposal.

 

Technical proposal includes:

 

  • A statement of intent, CV, and a minimum of 3 professional references.
  • Clearly stated technical qualifications, expertise, skills, and relevant experience. The candidate must provide complete details on where, when, and how the stated qualifications or experience were obtained (via which activities and responsibilities). To demonstrate when experience was obtained, the candidate must specify the length of such experience, including the start and end dates.

 

Financial proposal should:

 

  • State the expected all-inclusive daily fee, with supporting evidence of previously established daily rates.

The technical proposal will be scored on the statement of intent, CV, and interview and worth 40%. The financial proposal will be worth 30%, and the interviews, 30%.

TERMS OF REFERENCE

 

These terms of reference set out the objectives and scope of work for this position, as well as the duties and responsibilities of the Senior Facilitator.

 

Background and Objective

 

Over the course of its regular activities, the Embassy of Canada in Ethiopia development team initiates and organizes events with a range of partners (i.e., workshops, meetings, forums, training sessions). These partners can include GAC funded project implementing partners, as well as stakeholders related to Embassy’s initiatives and projects implemented across Ethiopia. Events can last from half-day to multi-days, depending on the intended aim and selected outreach, and can be solely organized by GAC or in collaboration with its partners.

As the selected entity to source and provide technical expertise to support Global Affairs Canada development and international assistance activities in Ethiopia, the FSSP has a roster of experts working in various sectors and industries, as well as specialists with a proven track record of expertise and knowledge. These experts include event facilitators, which, for example, help run sessions smoothly or facilitate discussions.

The Terms of Reference aim to identify overall key activities for a Senior Professional Facilitator (individual or firm) that will facilitate events organized by the Embassy. The scope of work, key deliverables, responsibilities, as well as requirements and level of experience are defined for each event on a case-by-case basis, however the general expectations and requirements are stated below. Details are usually documented in a specific work plan developed by FSSP based on GAC needs expressed in a Concept Note developed for each event.

 

Scope of work and Level of Effort (LoE)

 

  • The Senior Facilitator will be working under the supervision of the FSSP Project Manager and in close coordination with the Embassy’s development team.
  • Activities for this work may include, but are not limited to:
  • Connect with the project team leader at the Embassy.
  • Consult and collaborate with the Embassy and relevant FSSP colleagues to draft, finalize and update an individual work plan that complements relevant activities and expected deliverables.
  • Determine facilitation objectives, goals, and desired outcomes with Embassy representatives and FSSP colleagues.
  • Create collaborative client relationships.
  • Plan and organize, in collaboration with Embassy and FSSP, networking events, focus groups, panel discussions and various similar events.
  • Design and facilitate multi-session events.
  • Design and customize appropriate processes and come up with creative, strategic methods and solutions.
  • Prepare post-event reports and provide feedback.
  • Undertake related tasks as assigned by the Project Manager.

The Senior Facilitator will support the Embassy and the FSSP for a maximum of 40 days between September 1, 2024, and March 1, 2024.

About You

Eligibility criteria for applicants:

 

  • The candidate must be legally and operationally in a position to contract and provide consulting services in Ethiopia. International applicants are welcome to apply; support can be provided to fulfill all requirements to work in Ethiopia.

     

Required Technical Specialist Background and Experience

 

  • A minimum of 15 years’ experience and demonstrated results in complex event design and facilitation.
  • Demonstrable experience working across various sectors and disciplines with government and international institutions is highly desired.
  • Experience leading complex groups, projects, and/or initiatives in a dynamic environment.
  • Completion of a recognized facilitators program is an advantage.
  • Proven ability to handle challenging discussions.
  • Ability to drive participatory, interactive, collaborative dialogue among participants on international development/aid related topics.
  • Knowledge of performance monitoring methods for events and the ability to create reports to guide future event facilitation/coordination.
  • Knowledge in situation assessment and moderation.
  • Capacity to formulate and communicate relevant key takeaways.
  • Ability to work independently, take initiative, and move things forward with minimal oversight.
  • Ability to work collaboratively as a team – negotiation and problem-solving skills.
  • Ability to develop and maintain positive relationships with a wide range of stakeholders.
  • Ability to plan, prioritize, and meet deadlines.
