The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

ABOUT THE JOB

Ethiopian Red Cross Society (ERCS) is in search of a skilled, qualified, and motivated individual to fill the position of Senior Gender in Emergencies Advisor (Sr. GiE Advisor) for USAID/Ethiopia Health Resilience Activity.

BACKGROUND OF USAID/Ethiopia Health Resilience Activity

The USAID/Ethiopia Health Resilience Activity is a 5-year Activity (28th Mar 2023 – 27th Mar 2028) aims to strengthen local capacity to detect, prepare for, respond to, and mitigate the impact of public health emergencies and ensure the continuity of essential health services during emergencies. The Activity will result in improved local capacity and health system resilience in focus areas through strengthening woreda leadership and capacity to manage emergencies; improving early warning and alert response system (EWARS) and data management capacity; developing core capacity on gender in emergencies (GiE); and increasing innovative funding for emergencies, leading to reduced morbidity and mortality related to public health crises.

Management Sciences for Health (MSH) and the Ethiopian Red Cross Society (ERCS) will work together and in close collaboration with zonal and woreda offices, health facilities (HFs), communities, and other stakeholders to achieve these results. The USAID/Ethiopia Health Resilience Activity will focus on selected woredas in three regions (Amhara; Oromia; and South Ethiopia regions and Dire Dawa city administration.

JOB SUMMARY

The Senior Gender in Emergencies Advisor will lead the development of woreda-level capacity on gender in emergencies (GiE) as one of the USAID/Ethiopia HRA key Intermediate results. This role involves integrating gender considerations into the project’s strategy and enhancing the skills of stakeholders to address the needs of women, girls, and vulnerable populations during emergencies. The advisor will implement and refine gender-sensitive strategies, and ensure that capacity-building initiatives effectively address gender issues. Additionally, the advisor will promote community engagement in Public Health Emergency Management (PHEM) interventions, ensuring both men and women participate in planning and execution, GiE will be integrated into the project’s diversity, equity, inclusion, and accessibility (DEIA) strategies, embedding gender perspectives in operations and monitoring. The advisor will also support national advocacy on gender issues and provide technical assistance to PHEM leaders and stakeholders, fostering cross-sectoral collaboration through an equity-focused approach.

SPECIFIC RESPONSIBILITIES

  • Review and revise PHEM policies, plans, and interventions to ensure gender equity outcomes
  • Collaborate with PHEM officers and leaders to ensure gender considerations are embedded in emergency response frameworks and protocols
  • Build the capacity of stakeholders at all levels to identify and address gender-specific needs in emergencies
  • Provide mentorship and technical support to PHEM teams on gender-sensitive programming
  • Develop strategies to mainstream gender in all aspects of PHEM, including planning, implementation, and evaluation
  • Advocate for the inclusion of gender-sensitive approaches in public health emergency policies and guidelines
  • Design and promote gender-sensitive communication strategies for public health emergencies in collaboration with the Activity communication officer
  • Work with community leaders to ensure that emergency responses address the unique needs of women, men, boys, and girls
  • Develop gender-sensitive indicators to monitor and evaluate the effectiveness of PHEM programs
  • Prepare reports on gender integration progress and provide recommendations for improvement
  • Advocate for gender equity in resource allocation and service delivery during public health emergencies
  • Engage with stakeholders, including government agencies, NGOs, and international organizations, to promote gender-responsive public health emergency management.
  • Coordinate with relevant sectors, such as education, social services, and law enforcement, to address the intersectional needs of affected populations
  • Ensure the inclusion of sex- and age-disaggregated data in surveillance, reporting, and decision-making processes
  • Integrate of gender in PHEM tools reporting formats, VRAM, guideline, and in different PHEM training material such as PHEM leadership, Basic PHEM, community and event based surveillance, rapid response team, simulation exercise, and so on
  • Adapt GiE toolkit and minimum standards, including but not limited to SRH in emergency guidelines.
  • Adapt training packages and carry out capacity-strengthening activities in minimum standards for protection, gender, and inclusion in emergencies to support GiE toolkit rollout and uptake
  • Work with key local stakeholders and women and men champions to establish a process for reporting and responding to cases of GBV and sexual exploitation and abuse and provide a rights-based approach centered on “no harm” principles.
  • Integrate gender into local plans, budgets, and PHEM coordination structures, including a package of services during emergencies, creating safe spaces to support GBV survivors and dedicated spaces for women to organize and learn problem-solving and adaptive skills and others
  • With the team design strategies on how to maintain SRH, MNCH, and other essential services during emergencies
  • Support social and behavior change for positive male engagement activities
  • Perform other related duties as assigned with immediate supervisor and Activity senior management
  • Raise awareness among PHEM staff and stakeholders about the risks of GBV during emergencies and ways to mitigate them.

About You

QUALIFICATIONS

  • MA/BA Degree in Public Health, Gender Studies, and Sociology with a background of health related field
  • 8/10 years of experience working on gender mainstreaming including Gender in Emergencies.
  • Deep understanding and knowledge of the health system in Ethiopia and experience working at the regional and national level.
  • Experience in providing capacity building on public health emergencies and pandemics.
  • Experience working with USAID/USG and supported and related projects.
  • Experience organizing and working with teams to produce high-quality deliverables.
  • Required skill; creativity, teamwork, innovation, communication, attention to detail and problem solving
  • Fluency in English and Amharic is required, with proficiency in other local languages considered an added advantage.
  • Proficiency in MS Excel, Word, and PowerPoint is required, with familiarity in other software such as REDCap, Power BI, DHIS2, and similar tools considered an asset
