Job Summary:
The Senior Project Officer for Data Analytics and Visualization will play a key role in supporting Monitoring and Evaluation (M&E) teams, closely working and coordinating with the other CP level ICT4D team or staff in the Country Program (CP) projects. This individual will be responsible for developing and implementing data analytics and visualization strategies to support data-driven decision-making across various programs. The role involves supporting in managing data analysis, manipulation and visualization tasks to ensure that insights are effectively communicated to stakeholders. The ideal candidate will combine technical expertise in data analysis and visualization with a deep understanding of M&E processes and program implementation to enhance the monitoring, evaluation, and reporting activities of projects.
Roles and Key Responsibilities:
Data Visualization Strategy Development:
- Design and implement data visualization strategies tailored to the needs of various M&E projects and programs.
- Collaborate with M&E teams to translate data collection and monitoring results into clear, interactive visualizations that highlight key trends, outcomes, and impacts.
Data Analysis, Manipulation & Interpretation:
- Analyze and manipulate data collected from different programs, ensuring consistency, accuracy, and alignment with project goals.
- Interpret complex data sets to identify insights, trends, and patterns that are crucial for monitoring and evaluation purposes.
- Work with internal teams to ensure that data quality and integrity are maintained throughout the data collection process.
Development of Dashboards, Reports, and Visualizations:
- Develop and maintain interactive dashboards, reports, and visualizations using tools such as Tableau, Power BI, DHIS2 or other relevant platforms.
- Organize and lead the design and implementation data analysis and visualization strategy and tools for different country program projects that will ensure consistent and timely access to high quality and useful analysis and visual for reporting and adaptive management.
- Ensure that all visualizations are aligned with project objectives and can effectively communicate findings to both technical and non-technical stakeholders.
Project and Program Management:
- Manage and oversee data visualization tasks for multiple M&E projects and programs, ensuring that visual products meet deadlines and quality standards.
- Support and coordinate capacity building and technical support activities associated with electronic data collection to ensure assigned project activities are implemented per project guidelines and standards.
- Coordinate with stakeholders, both internal and external, to gather requirements, define data needs, and prioritize deliverables across various projects.
- Track project progress, timelines, and indicator reporting regularly on the status of data visualization activities.
Stakeholder Engagement & Reporting:
- Present data insights and visual outputs to program managers, project teams, and senior leadership, ensuring that findings are actionable and align with organizational goals.
- Engage with stakeholders from various departments to assess their data needs and design effective visual communication strategies.
- Provide training and guidance to team members and stakeholders on data visualization tools and best practices.
Data Collection & Monitoring Integration:
- Collaborate with MEL teams who are responsible for data collection in the field, ensuring that the data is structured and cleaned for visualization purposes.
- Integrate data from different sources (surveys, field reports, databases) to create comprehensive visualizations that help track program performance and outcomes.
Continuous Improvement:
- Stay updated with emerging trends and best practices in data visualization, M&E, and business intelligence tools.
- Propose new ways of visualizing data to enhance communication and support strategic decision-making.
- Refine data visualization processes to improve efficiency and effectiveness across M&E programs.
Quality Assurance and Data Integrity:
- Ensure the accuracy, consistency, and clarity of all data visualizations, adhering to the highest standards of data integrity.
- Conduct quality checks on the data being visualized to ensure alignment with original data sources and ensure reliable outputs
Capacity Building & Training:
- Provide specialized training to MEL staff on the use of statistical software (e.g.DHIS2 , R, Python, SPSS, Cispro) and digital tools for data collection, analysis, and visualization.
- Design and deliver tailored training sessions for CRS staff and partners on various ICT4D tools, ensuring that each session is aligned with the specific needs and goals of the team or project.
- Regularly assess the training needs of CRS MEL teams and partners and develop training plans to address knowledge gaps in the use of ICT4D and M&E tools.
- Continuously update and maintain training manuals and materials, ensuring they reflect the latest technologies, tools, and methods used in M&E.
- Conduct needs assessments for staff and partners, evaluating their current capabilities and identifying areas for improvement in ICT4D tools and data analytics.
- Track and document the effectiveness of training through evaluations, follow-up surveys, and performance assessments.
About You
Key Qualifications:
- Education:
master’s degree in data science, Computer Science, Information Technology, Monitoring and Evaluation, or related fields. A strong academic background in M&E is an asset, enhancing the ability to interpret and visualize data within the context of program performance and impact evaluation. - Experience:
- At least 5 years of experience in data visualization, data analysis, or business intelligence, with a focus on M&E programs.
- Proven experience working with multiple projects and programs, managing data analysis, visualization, and reporting.
- Expertise in using data visualization platforms like DHIS2 system development Tableau, Power BI, or similar.
- Hands-on experience with data collection, manipulation, and analysis techniques typically used in M&E, including surveys, field reports, and databases.
- Excellent communication and presentation skills, with the ability to explain complex data insights in a clear and actionable manner for both technical and non-technical stakeholders.
- Solid project management skills, including the ability to manage multiple tasks, deadlines, and competing priorities effectively.
- Skills:
- Strong proficiency in data manipulation and analysis using tools like SQL, PostgreSQL, Excel, R, or Python, DHIS2.
- Advanced knowledge of statistical software such as SPSS and STATA Cispro for data collection analysis and reporting.
- Proficient in data collection apps such as DHIS2, CommCare, ODK/Kobo, and ProArcGIS, with expertise in Survey123 for mobile data collection and geographic data analysis.
- Experience of DHIS2 system development and implmentation
- Demonstrated ability to establish and manage digitized Monitoring and Evaluation (M&E) systems, from data collection through to reporting and visualization.
- Proficient in Power BI data visualization, with experience in creating advanced dashboards and interactive visual outputs.
- Proficient in Power Apps and Power Automate, with experience in automating workflows and building custom applications within the Microsoft 365 ecosystem to support M&E activities.
Desirable:
- Certification in Data Visualization or Business Intelligence tools (e.g., Tableau Desktop Certified Professional, Power BI Certification).
- Familiarity with programming languages (Python, R, DHIS2) and advanced data analysis techniques.
- Prior experience working in international development, NGOs, or similar sectors with a focus on M&E.
Travel Required: approx. 35%
