Overview
MTaPS implemented by Management Sciences for Health (MSH) and its partners will provide technical assistance to the FMoH of Ethiopia – Pharmaceutical and Medical Equipment Directorate (PMED) and Infection Prevention and Control Directorate (IPCD); the Ethiopian Food and Drug Authority (EFDA), RHBs (Addis Ababa, Amhara and SNNPR) and civil societies (EPA, EMA and ENA).
The Senior Technical Advisor, Infection Prevention and Control (STA/IPC) provides TA to the Clinical Services Directorate of FMoH, RHBs, EFDA and health facilities in the planning, implementing and evaluation of infection prevention interventions. He/she advises health facilities in proper infection control procedures, educates hospital personnel on IPC, participates in investigating infection control problems and reports to the IPC committee or other appropriate bodies for follow-up action.
Specific Responsibilities
- Provides TA in the investigation of incidents of infection and reports such incidents to the director of nursing
- ensures availability of supplies required for infection control and advises on their proper use
- Interacts with physicians, nurses, department managers, supervisors, and occupational health and other professional/non-professional staff members to provide resource information and resolve infection control problems
- Provides TA to enhance compliance to IPC and AMR guidelines by hospital staff
- Assists in preparing reports and statistical data for the infection control committee, medical staff committees and the facility’s administration and other committees as needed
- Facilitates the collection, storage, retrieval, interpretation and use of IPC data from departments of health facilities
- Provides information to hospital committees and department managers to formulate changes in policies, procedures and processes which could reduce the spread of infection.
- Participates during the annual assessment of IPC interventions and development of action plans by FMoH
- Closely works with the One Health team under the GHSA representing and sharing the work of USAID-MTaPS in Ethiopia
- Participates in the development of USAID-MTaPS country work plan and provides monthly, quarterly and annual reports on the implementation of the work plan
- Participates in the training of staff on implementation of infection control practices
Job Requirements
Qualifications and Experience
Education:
Required:
- Graduate degree in a health-related field with specialized training and/or experience related to GHSA elements such as IPC, WASH and AMS;
Preferred:
- Physician, nurse, pharmacist or public health qualification preferred. Certification in Infection Control (CIC) is preferred.
Experience:
Required:
- 5+ years of clinical experience in a hospital setting or disease surveillance experience in a public health setting. Experience in infection prevention and control activities is required, preferably including that at health facility level. Experience in other areas of AMR containment such as WASH and antimicrobial stewardship highly desirable.
Preferred:
- Experience with public health programs, with certification in Infection Control desired. Knowledge of epidemiology and skills in research preferred.
- Excellent writing and presentation skills in English are essential; Strong computer skills; Excel, MS Word, MS Project, PowerPoint.
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.

Physical Demands:
