ROLE PURPOSE:  The Senior WASH specialist is responsible for the design and development of high quality programs (including proposal development), The Senior specialist is also responsible for contributing to strong Monitoring and Evaluations systems (M&E) to measure the impact of the programs, for providing technical advice (in close co-ordination with the Program Implementation department) and capacity support to staff in the field to ensure the WASH work is of high quality and achieves the program objectives.  The Senior specialist is also responsible for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally; and that engagement on the WASH clusters coordination meetings.

SCOPE OF ROLE:

Reports to: Head of WASH

Dimensions: Save the Children works in 9 regions in Ethiopia with a current staff complement of approximately 1,600 staff and current expenditure of approximately $90+ million each year.

KEY AREAS OF ACCOUNTABILITY:

In line with SCI’s dual mandate, these key areas of accountability apply to SCI Ethiopia’s work in emergencies (acute and chronic) and in development settings.

Strategic Program Development

  • In consultation with Line manager, provide technical advice and guidance to the field team in the development of integrated and specific WASH project development and work innovative approaches are included.
  • Document content of internal/external technical meetings and share with line manager and disseminate to relevant staff.
  • Support Line manager on the development of annual operational plans and the regular internal program planning and review meetings for the WASH theme, as well as related inputs to quarterly and annual reports.

Strategic Fundraising

  • As assigned by line manager, develop and participate in program development on WASH and integrated proposals and concept notes in coordination with PDU, budget team and other thematic sectors by ensuring program integration, cross cutting issues (gender, child participation, child protection) are addressed along with appropriate indicators to truck against project implementation.
  • Build on technical knowledge, research and current/previous programming to design proposals for new program initiatives in close coordination with Line manager.  This includes all aspects of proposal development, such as concept notes, grant amendments, etc.  In developing new proposals, close consultation with program staff in the field, other technical Senior specialists and senior managers is essential.
  • Accompany and facilitate donor visits and provide relevant background materials.

External and Internal Engagement and reports

  • Participate on Regional WASH cluster meetings and National WASH cluster when Line manager is not able to participate as appropriate
  • Represent SC at all relevant technical external task forces, working groups, seminars or other meetings / forums which have been identified and approved by the Line manager.
  • Participate internal meetings (Hot meeting, Technical working group meetings, proposal development coordination meetings,  and other meetings approved by Line manager ….)
  • Identify and develop good relations with all key stakeholders in the sector, particularly those government departments and donors identified as key in achieving agreed SC advocacy outcomes.
  • Develop good relations with other NGOs, development and UN agencies etc. working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
  • Ensure that the voices of children guide advocacy and policy change objectives and related activities.
  • Summarized discussion outcomes of meeting and share brief note to Line manager
  • Ensure sharing of 4W matrix for WASH cluster monthly and regularly.
  • Ensure sharing weekly (weekly WASH plan and achievement, COVID 19 response to WASH cluster, and Covid 19 Sit rep internally to humanitarian/ communication….) and   monthly update formats where and when required internally and externally.

Learning and Knowledge Management

  • In cooperation with PDQ Learning and Knowledge Management, ensure proper documentation of experiences and lessons learned during Child Participation projects under supervision
  • Support line manager on the development of learning event for WASH per year organized for the thematic team.
  • Develop, technical brief, case studies, newsletters, or case story developed for WASH sector. This can be based on every field visit observation and the lesson learnt can be presented as briefing paper or case story.
  • Sharing of the final learning outcomes after approval by line manager and in close coordination with communication team.

Technical Support and Program Quality

  • Work closely with colleagues in Program Implementation Department to identify and provide, as requested, specific technical support using Quality Benchmark (QB) tool.
  • Develop response plan emergency interventions in coordination with humanitarian and field team when required and within deadline.
  • Provide technical support in the development of livelihood project proposals and identify appropriate innovative approaches
  • Technically advise on the design of WASH projects ensuring the projects are of high quality and contribute to improved WASH and hunger reduction targets
  • Provide technical advice and mentoring to increase use of WASH analysis to inform design of livelihood emergency projects. 
  • Work closely with MEAL team for assessments, development of annual total reach reports, undertaking of baseline and end line KAP surveys and write high quality report of surveys.
  • In close collaboration with the award team support timely start up/ kick off meetings ensuring everyone is involved in the project understands details, expected results donor and member requirements and compliance issues.
  • Support Line manager in identifying of training and other capacity needs of filed and partner staffs and facilitated training as directed by Line manager.
  • Make regular field visits for timely support of project implementation and give feedback through back to office report that contain objectives, activities accomplished, measurement against QB tool, case story/ case study/ technical briefs.
  • Review Donor and internal reports to ensure quality of the report and giveback the required input for concerned department.
  • Facilitate rapid needs assessments by developing assessment checklists and write high quality assessment report in close coordination with field team.
  • Include all the gender empowerment in our program design and implementation. This include our QBM tools have concrete gender transformative indicators.  All our field support has reports related to reflection of gender issues in our implementation.

Job Requirements

  • QUALIFICATIONS AND EXPERIENCE

    • BSc degree in Hydraulic, Water resource engineering or related field with a minimum of 10 years related work experience in the area of WASH
    • Excellent and proven experience in humanitarian WASH with at list 5 years of experience in humanitarian sector.
    • Experience in working with government counterparts and other partners at various levels – federal to district.  This includes technical support, capacity-building and coordination
    • Experience in WASH pastoralist settings.
    • Strong designing WASH programming and high quality proposals development and writing skill.
    • Strong assessment, data collection, analysis and report writing skills.
    • Strong analysis of WASH data and ability to summarize and communicate this to a range of audiences.
    • Demonstrable experience in M&E
    • Good presentation, training and facilitation skills
    • Proven conceptual skills and an ability to think and plan strategically
    • Proven ability to manage a complex and demanding workload; or ability to working under pressure and meeting tight deadlines.
    • Good spoken and written English, fluency in Amharic
    • Good computer skills (particularly Excel, Word and databases)
    • Commitment to Save the Children child protection policies.
