Duty station –Gambella, at five Refugee camps
DEC is a local CSO established in 2007 and re-registered in May 2019 as per the new Authority for CSO Proclamation by the Ethiopian government bearing a registration number of 0009. The organization has five major programs; Child Well-being and Education Development Program, Gender and Life Skill Development, Employable Skills Development Program, Advocacy, and Humanitarian Emergency Program. DEC actively works in six National Regional States and one city administration of Ethiopia namely Amhara, Afar, Oromia, Tigray, Gambela, Benishangul Gumuz, and Addis Ababa City Administration. DEC would like to recruit for the following positions:
Job Summary;
The Shelter Officer is responsible for overseeing the provision of shelter services and infrastructure development within the refugee camp, ensuring that refugees have adequate and safe living conditions. The Shelter Officer will work closely with the camp staff, and external partners to plan, implement, and monitor shelter activities.
Roles and responsibilities
- Oversee the construction, installation, and maintenance of temporary or permanent shelters for refugees.
- Follow up and monitor the infrastructures development in the camps
- Regularly inspect shelters to ensure they meet safety and quality standards.
- Coordinate repairs and maintenance of damaged shelters to provide safe living conditions for camp residents.
- Coordinate with logistics and other departments to ensure the timely distribution of shelter materials (e.g., tents, tarps, building materials)
- Liaise with camp management and local authorities to ensure all shelter plans are compliant with regulations and standards
- Conduct regular assessments to identify shelter needs and other infrastructures within the camp, including overcrowding, inadequate shelter, road or environmental risks.
- Participate in the development of shelter strategies and plans based on the camp’s population and available resources.
- Work directly with refugee populations to understand their shelter needs and other concerns.
- Promote community involvement in shelter planning and decision-making to ensure the preferences and priorities of refugees are taken into account.
- Address shelter-related complaints or issues raised by refugees and ensure timely resolution.
- Provide training to refugees on shelter maintenance and improvement techniques when applicable
- Maintain accurate records of shelter activities, including construction, distribution of materials, and maintenance schedules.
- Prepare regular reports on shelter conditions, challenges, and progress for camp management, emergency response program, donors, and other stakeholders.
- Work closely with other teams such as health, protection, WASH (water, sanitation, and hygiene), and food security to ensure shelter activities are integrated into broader camp operations.
Education and work experience.
- Bachelor’s degree in Architecture, Civil Engineering, At least 2-3 years of experience in shelter programming, camp management, or a related field, ideally in a refugee or emergency response setting 25 – 35
Additional Skill
- Strong understanding of shelter and settlement standards in humanitarian contexts.
- Experience with shelter construction techniques and materials (e.g., tents, plastic sheeting, hollow concert blocks, and other local materials).
- Ability to supervise and motivate teams, with strong organizational and project management skills.
- Flexibility and the ability to adapt to rapidly changing situations in the camp
- Good communication skills in teamwork team mobilizations and partnership management With communities
