General mission
Reporting to the Country Logistic Manager, the Supply Chain officer ensures the efficient management of procurement for the Capital site (Addis Ababa) under his or her responsibility and also supports and follows upon any forwarded or inter-site purchase request from Site Offices of Ethiopia program
S/He is the Focal point person for the Purchasing business at the Addis Ababa level and as such informs him or her of any problems that fall within his or her remit and suggests solutions.
Missions / Responsibilities
Mission 1/ Follow up on procurement business at the Capital level and support the forwarded procurement request from the site and Sub Offices
RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
• INCIDENTS: drafts the incident reports for his or her area of responsibility;
• INDICATORS: compliance with supply management procedures, security of supply; quality of purchases/invitation to tender; quality of the transport of merchandise; regularity and pertinence of updates to the supplier database, quality of the monitoring of Purchase and Service Requests; project team’s satisfaction with the management of purchases.
Mission 2: Deploys HI’s standards and contributes to its expertise and accountability within his or her remit:
• STANDARDS: ensures compliance with and application of HI standards for his or her entire professional field with regard to policy, processes, and tools;
• INTERNAL CONTROL: supervises internal control in his or her fields of activity;
• ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity;
Mission 3: Carrying out or ensuring the correct management of warehouse or Storages dedicated to storing equipment and items for the operation at the Capital Level and to support the Stock management from Site and Sub Offices
• Aim: To provide to the operation’s team with the requested items or other technical equipment to run the operation and well-organization storage system
• Benchmarks: compliance with stock management procedures, quality, and security of the stock system, quality of the transport of merchandise; the availability of relevant stock, conditional maintenance of Stock card, regularity and pertinence of updates to the Stock Monitoring Chart, quality of the monitoring of stock distribution, the quality of stock inventory exercises, project team’s satisfaction with the management of Stock.
Mission 4:Follow up import customs clearing business
Aim: To provide support related to the import/clearing Processes
-Benchmarks: compliance with HI-adapted import and Clearance management procedures and quality and efficiency of Clearance handling and custom releasing.
Mission 5. Organize Supply Chains administrative archive and filing system
Aim: the existence of logistic archiving for manual –computerize, for good reporting and auditing purposes
Benchmarks: Quality of filing system to track all Supply chain information for reporting and auditing purposes
Mission 6: Facilitates the Logistics profession’s development and contributes to its development across the organization
•articipates in the facilitation of the professional sector in his or her geographical area (community of practice)
Mission 7: Emergency Preparedness and Response Responsibilities
contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response
About You
- Master or Bachelor’s Degree in any of the following fields: Logistics and Supply Management, Business Administration and Management
- 4 years experience for a Bachelor’s Degree and 2 years for a Masters Degree in procurement/supply chain and facility management, ideally in a humanitarian context.
- Demonstrated experience of team working.
- Experience in working and collaborating with diverse sets of stakeholders, including disability advocacy, groups, government agencies, employers’ organizations, and civil society organizations including persons with disabilities.
- Proficient skills in technical writing
- Excellent in spoken and written English,
- Proficient in using computer programs (Word, Excel, PowerPoint, Publisher, etc.)
