Caritas Switzerland (CACH) is a registered international humanitarian organization that has been supporting various programs in Ethiopia since 1974. With a major focus on climate, income, migration, and humanitarian aid, CACH is seeking to hire a qualified consultancy firm on a competitive basis in accordance with the terms and conditions illustrated in the Terms of Reference (TOR) prepared for this consultancy service.
The objective of the consultancy is to conduct the final evaluation is to critically reflect on the experiences and achievements of the Entrepreneurship and Market Inclusion for Transformation (EMIT) pilot Graduation Project in Ethiopia. It aims to assess the project’s design, relevance, coherence, and effectiveness, gather and analyze lessons learned, challenges, and best practices, and provide recommendations for future graduation programming in Ethiopia and beyond. This evaluation will guide stakeholders, including CACH, BOMA, and their donors, in capitalizing on the project’s experiences to inform and improve future programming.
The evaluation consultant firm will be expected to conduct a final evaluation of the Entrepreneurship and Market Inclusion for Transformation (EMIT) project based on relevant primary and secondary information/data as stated in the TOR to evaluate the project against OECD/DAC criteria: effectiveness, impact, relevance, and coherence.
The successful bidder for this evaluation contract will have extensive experience and track record of carrying out studies of this kind in Ethiopia. The bidder will take the lead in the design, execution, and quality control of the assessment.
The team leader will have expertise in one of the technical areas listed above, as well as expertise and demonstrated experience in designing evaluation methodology and data collection tools and demonstrated experience in leading similar reviews/evaluations. The role of the team leader will be to define the approach and methodology, guide and manage the review team, lead the evaluation mission, draft and revise as required the evaluation reports, and debrief and present the findings.

About You
The applicant must be a legally registered consulting firm, have prior experience of at least 5 years in evaluating projects of a similar nature and scope, experience in conducting project evaluations of international donor-funded projects more specifically on graduation related projects, including demonstrated experience in evaluation report writing in accordance with evaluation requirements. The firm should have personnel with at least a master’s degree in M&E, economics, project management, and related fields.
