Final-term Evaluation of Provision of comprehensive Rehabilitation Services to Persons with Disabilities in Oromia, Amhara, Sidama, and SNNP Regions of Ethiopia. 

 

Background of Cheshire Ethiopia and the Project Context 

Cheshire Ethiopia (CE) is a pioneering non-governmental organization dedicated to providing rehabilitation services to Persons with Disabilities (PWDs) in Ethiopia since 1962. Re-registered in 2019 with Registry Number 0505, CE operates as a local civil society organization under the Civil Society Organization No. 1113/2019. Our primary focus is on children with physical and developmental disabilities aged 5-18. CE has established a presence in various regions of Ethiopia, including Amhara, Benshangul Gumuz, Harari, Oromia, Sidama, SNNP, Somali, Addis Ababa, and Dire Dawa. Given Ethiopia’s estimated 15% disability rate, with 85% of Persons with Disabilities residing in rural areas lacking rehabilitation services, CE’s work is particularly crucial. To address the health, socioeconomic, and psychological challenges faced by women, girls, youth, and children with disabilities, CE has implemented three strategic approaches: institutional care, mobile outreach, and community-based rehabilitation programs. Our goal is to combat poverty and promote human rights by addressing mobility, functionality, and social issues related to health, livelihood, education, social participation, asset building, and legal barriers. We prioritize improving the lives of Persons with Disabilities and their families.

In collaboration with Christian Blind Mission (CBM), Cheshire Ethiopia is implementing a multi-year project in the Oromia, Amhara, and Southern Nations Nationalities and Peoples regions. This project focuses on providing center-based, mobile outreach and community-based Inclusive Development rehabilitation services to children, youth with disabilities, their parents, and relevant stakeholders in the project areas.

The project is expected to benefit 10,400 individuals (children, youth with disabilities, and their parents). Among these, 650 students with visual impairments will receive educational materials and assistive devices. Additionally, 9,750 children and youth with developmental disorders, clubfoot, polio paralysis, and other disabilities will receive intensive physiotherapy, rehabilitation services, surgeries, mobility devices, and repair services. To support parents and caregivers, basic rehabilitation skill training will be provided. Furthermore, the project aims to reach over 100,000 community members through awareness-raising programs and events. Capacity-building training will be offered to 995 individuals, including special needs teachers, health extension workers, frontline health service providers, hospital administrators, and representatives from service delivery and employer institutions. This training will focus on rehabilitation services and the inclusion of persons with disabilities in their activities.

Key government collaborators include Labor and Social Affairs bureaus and offices, health system structures, education structures, and Women, Children, and Youth Affairs structures at regional and district levels. Grassroots structures such as Women Development Teams (WDT), Health Development Teams (HDT), Education Development Teams (EDT), and community-based associations will also be involved. Additionally, NGOs, CSOs, and faith-based organizations operating in the project areas will collaborate with the initiative.

The overall objective of the project: To improve quality of life of Persons with Disabilities in Oromia, Amhara, and Sidama Regional States

Specific objective of the project:

  • The health & social wellbeing of women, men, girls and boys with disabilities is improved through centre-based rehabilitation, mobile outreach and CBID services and system strengthening in hospitals.

Expected Results:

  • Children and Youth with disabilities accessed both hospitalized treatments and associated comprehensive rehabilitation services at Menagesha rehabilitation centre;
  • Persons with disabilities living in no rehabilitation services & underserved areas accessed physical rehabilitation services and provided with – (orthotics, orthopedics shoes, and crutches, walking frame, follow up, repair and maintenance service) and follow up with in their locality;
  • The National Health System strengthened to provide rehabilitation services;
  • Persons with Disabilities in the target areas have accessed health care, rehabilitation, education and Livelihood services;
  • Effective and efficient management of the project ensured;

 

 

About You

Qualification & Experience of the Consultant

The lead consultant will possess the following qualifications:

  • A legal registered firm to provide consultancy services
  • A team of experts who possess Degree from a recognized university in monitoring and evaluation, education, social studies, development studies, economics, or any other relevant field.
  • Hands on experience in conducting project monitoring and evaluation, studies & surveys, project evaluations in Ethiopia.
  • Must have good knowledge and understanding of issues around livelihoods, health and disability inclusion.
  • Must possess solid methodological and research skills demonstrated through several research pieces and evaluations.
  • Must possess excellent report writing, analytical, interpersonal, and communication skills.
  • In-depth knowledge of the socio-cultural, economic, and political context of the country as well as the project implementation areas.
  • Ability to work collaboratively with multiple individuals and groups.
  • Ability to produce high quality work under tight time frames.
  • Ability to communicate and conduct interviews in Amharic and Oromiffa ,
  • Previous work experience with marginalized groups, including women, low-income youth, and persons with disabilities, will be an asset.
