Organizational Context 

The National Election Board of Ethiopia (NEBE) and European Centre for Electoral Support (ECES) are engaged in a long-term cooperation programme funded by the European Union (EU) and German Cooperation (Deutsche Zusammenarbeit). Through these means, ECES provides direct financial and technical support to NEBE on multiple levels, including support to the Legal Department.

 Within its constitutional mandate to conduct credible elections, NEBE is required to provide and disseminate to the relevant stakeholders all technical tools necessary for the electoral process. These also include legal documents, such as such the Ethiopian Electoral, Political Parties Registration, and Election’s Code of Conduct Proclamation No. 1162/2019. For this reason, the NEBE decided to translate the Proclamation, originally drafted in Amharic, to also Afan Oromo, Afar, Somali and Tigrigna languages.

 The National Election Board of Ethiopia (NEBE)

The National Election Board of Ethiopia is a constitutionally established independent election management body, re-established by Proclamation No. 1133/2019. The Board is mandated to conduct elections and referenda, conduct voter registration and compile the voter roll, delimit constituencies, identify polling stations, design and print ballot papers, conduct voter education and accredit election observers.

European Centre for Electoral Support (ECES)

The European Centre for Electoral Support (ECES) is a non-profit private foundation with its headquarters in Brussels. ECES promotes sustainable democratic development through the provision of advisory services and operational support benefitting all electoral stakeholders, including electoral management bodies, civil society organizations dealing with civic & voter education and election observation, political parties and parliaments dealing with electoral reforms, media, security forces and legal institutions dealing with electoral dispute resolutions.

 The project European Response to Electoral Cycle Support (EURECS)

 The European Union (EU) in Ethiopia is funding a long-term support strategy within the framework of democratic development and support to good governance. The project is titled ‘European Response to Electoral Cycle Support (EURECS). This project is fully funded by the EU through the European Development Fund (EDF) and German Cooperation (Deutsche Zusammenarbeit).

 The EURECS project seeks to strengthen the National Election Board of Ethiopia (NEBE) in order to raise the profile of an independent, credible and effective institution that will deliver inclusive and democratic electoral processes in Ethiopia. EURECS seeks to contribute to enhance the transparency, credibility and public confidence in NEBE, as well as in the electoral process recognizing the high expectations on the 2020 elections as the starting point for a paradigm shift in the conduct of elections in the country.

 Key Results expected from the Translators

Under the coordination of ECES Representative in Ethiopia (for the logistic, financial and methodological part) and under the supervision of NEBE, the Translator(s) will have the following responsibilities:

  • Translate the Proclamation No. 1162/2019 from Amharic to Afan Oromo, Afar, Somali or Tigrigna languages. A different translator will be hired for each language.
  • Ensure that the translation is accurate and consistent with the original (Amharic) text, and without unjustified omissions or additions;
  • Ensure that the terminology is consistent throughout the text and that the text does not contain any syntactical, spelling, punctuation, grammatical or other errors;
  • Ensure that the format and layout of the original text has been maintained;
  • Ensure that any specific instructions given by NEBE are followed; and
  • The agreed deadline (date and time) is scrupulously respected.

 Coordination:

  • Methodology, finance, logistic: ECES

 Duration: 

  • 30 working days

Job Requirements

Education

  • University Degree in languages, political science, law or related discipline coupled with translation skills;

 Qualifications and Experience

  • At least 3 years of experience in translating legal documents and/or quality assurance, ideally in translation industry; proof of experience is required (contracts, recommendation etc).
  • In-depth knowledge on the terminology used for legal concepts and for general political science usage;
  • Native proficiency in one of the four requested languages (Afan Oromo, Afar, Somali and Tigrigna),
  • Excellent written and verbal skills in Amharic and English is essential.
  • Highly driven and results oriented, with a keen eye for detail;
  • Ability to work under tight deadlines;
  • Neutrality and rigor in the progress of tasks;
  • Excellent computer skills (MS-Office: Windows, Word, Excel) and ability to use VTC tools if required.
