Project Background
Palladium International, LLC is implementing the $250 Million, 5-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region. Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.
USAID CATALYZE Market Systems for Growth (MS4G) focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.
To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to enhance enterprises’ performance, product/service delivery, and inclusion. The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality.
Location: The position is based in Palladium’s Addis Ababa, Ethiopia Office
Estimated Start Date: This assignment is expected to commence October 1, 2024 .
Reporting and Supervision: The MEL Data analyst will report to the CATALYZE: MS4G MEL Advisor/Manager.

Primary Duties and Responsibilities:
Specific responsibilities of MS4G MEL Data analyst include, but are not limited to:
- Assist the MEL assistant and Senior MEL analyst in cleaning and organizing data deliverables, ensuring quality and timely submission.
- Provide feedback regarding data deliverables from technical team and ensure the data cleaned and submitted for approval on time.
- Provide quality data to be used for reporting on performance indicators,
- Develop M&E databases and data collection & reporting tools, data quality assurance and accurate data entry into the project MIS database,
- Work on data entry, verification, and cleaning, as well as cross-check data from multiple sources for verification.
- Participate in providing quality and updated data to be used for the identification, analysis and synthesis of lessons learned from program implementation.
- Compile feedback from partners and the technical team regarding the MEL data tracking tools and identify partners that need capacity building.
- Work closely with MEL Assistant, Senior MEL Analyst and MEL Advisor.
- Perform other duties as assigned.
About You
Required skill and Qualifications:
- Bachelor’s degree in economics, statistics, computer science, and/or related area of study.
- Technical skills, including ability to process and analyse data using one or more statistical software, including, SPSS, Stata, MS Access, Excel and others.
- Familiarity with data visualization tools and techniques.
- Previous work experience with USAID donor projects is desired.
- General understanding of monitoring and evaluation systems, project results and indicators.
- Experience in data cleaning, verification and compiling in the area of USAID supported food security and WASH programs.
- Computer literacy and competency in the use of Microsoft Office software such as Outlook, Word, Excel and PowerPoint, as well as Internet-based applications such as SharePoint.
- Strong analytical skills, including the ability to compile and interpret project data.
