The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated, and qualified person to fill:
Position: Water and Habitat Engineer 1(2 positions)
Grade: B2
Duration of Contract: Open – ended contract / One-year fixed term contract (Extension of position cannot be anticipated now as it depends only on budget availability)

Objective:
To ensure the work of the Water and Habitat department is managed efficiently and effectively in line with an established guideline. You will need to be an enthusiastic, flexible, committed, and resourceful colleague who can support the Manager to lead the team. The successful candidate will need to deliver to a high standard, be resilient, and have a positive “can-do” attitude.
GENERAL ICRC DUTIES
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
- Understands and adheres to the ICRC Code of Conduct.
- Understands the roles of the components of the International Red Cross and Red Crescent Movement.
- Respects and observes staff regulations and security rules at all times.
- Represents the ICRC in a professional manner at all times.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
Assessment & Planning
- Assesses the needs according to ICRC and WatHab objectives and criteria by collecting all relevant information for the design/planning of projects and sub-programmes.
- Plans and organises visits on site; interviews authorities, local associations, NGO’s and beneficiaries independently.
- Analyses the collected information and presents the situation.
- Collect information on other organisation’s programs.
Project Design & Management
- Performs detailed engineering calculation and design works of technical installations/structures and infrastructures with ZWCAD related technical drawings in the state of art.
- Provides technical advice, detailed work description, quantitative estimates, Bill of Quantity (BoQ) and cost estimates for projects and project sub-tasks.
- Supervises and follows-up the establishment of tender and contractual documents.
- Performs project and contract management as per ICRC technical and administrative procedures.
- Supervises a number of contractors and their staff.
Project Implementation, Monitoring & Evaluation
- Monitors and evaluates the project activities and tasks regularly; ensures that WatHab objectives are respected; proposes or takes corrective steps when necessary.
- Ensures that WATHAB objectives are respected.
- Proposes or take corrective steps when necessary.
- Organises meetings, takes minutes and assures follow-up.
- Proposes projects implementation based on analysis and WATHAB objectives.
- Proposes financial budget in line with WatHab objectives.
- Organises the material deliveries and assures necessary checking of the material and paperwork in collaboration with logistics department.
- Participates in the evaluation of the program and makes recommendations
Contact & Networking
- Attends WASH cluster meetings, collects information on other organizations’ programs and inform them of ICRC WatHab activities, in order to complement action and avoid duplication.
- Develop and maintain contacts with relevant interlocutors (Water bureaus, Kebele Chairmen, ERCS, Water committees, etc.) and ensures follow-up mainly independently.
- Organizes meetings with interlocutors and ensures follow-up.
- Develop and maintain a network of suppliers, contractors and consultants.
Reporting and statistics
- Writes field trip reports based on given guidelines
- Writes minutes of workshops and meetings
- Reports on occurred problems without delay.
- Reports on program’s implementation.
- Provides the Wathab Delegate with written assessment and evaluation reports.
- Provide weekly input to the WatHab assistant or Wathab Delegate to update the WatHab Project Assistant database (WPA).
- Contributes to the WOR and to quarterly activity reports.
- Provides statistics or other reports when required.
Financial Management
- Is aware of and respects financial rules and procedures.
- Organizes and follows-up all financial matters in collaboration with the WatHab assistant.
- Plans monthly expenditures and follows-up with the WatHab assistant.
- Prepares documents necessary for payments (i.e., measurement sheets, final inspection reports) and follows-up payments with the WatHab assistant.
Administration & Logistics
- Checks the updates and messages of WatHab database regularly.
- Makes regularly his Time Reporting, if required.
- Ensures necessary paperwork and performs follow-up with administration.
- Organizes and follows-up all administrative matters in collaboration with the WatHab Assistant.
- Upon request, represent the WatHab dept. in ICRC briefing and/or meetings.
- Respect ICRC logistic rules and procedures.
- For all material’s procurement: elaborate technical specifications and estimate cost, follow up delivery and organise reception on site, fill paper work.
- Organizes deliveries from stock together with the warehouse responsible.
Office and project management
- Organizes and supervises the activities of the relief unit according to priorities.
- Develops and maintains a pleasant working atmosphere with colleagues and superiors.
- Participates in conflict management.
- Organizes field activities.
- Ensures respect of rules and procedures.
- Ensures that a good atmosphere is maintained within the WatHab department and with the other ICRC departments through adequate communication.
- Provide technical support for other WatHab offices as per request.
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contracts relevant to the position.
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- Takes responsibility for their own professional learning and development.
- Experience in communicating and working with a wide range of people, including people of culturally diverse backgrounds.

Job Requirements
- University degree (Civil Engineering Preferred) with a strong knowledge in water and sanitation.
- 4 years work experience in a similar function/field
- Good managerial, analytical and organizational skills
- Proficiency in use of standard computer programs (Word, Excel, AutoCAD)
- Knowledge (spoken and written) of Amharic and English
- Good knowledge of the geographical assigned area.
- Ability to work effectively, independently and harmoniously with colleagues from varied cultures and professional background
