Background of IRC:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. We began work in Ethiopia since 2000 and currently implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview:
Under direct supervision of the Senior ERR Officer, the WTO is responsible for overall management of programs and operation in under Harer Field office. Ensuring IRC’s goal and programs’ objectives are met. Carried out project planned Deliverables, monitor project resource at site and ensured the proper implementation the rehabilitation work and installing the pressure line and distribution line with high quality. Ensuring safety and security of IRC’s staff, image, and assets. Manages their performance as per IRC’s Performance Management Plan guideline. Ensures high level representation in various forums and maintains IRC’s interest.
Major Responsibilities Include:
- Serve as the main technical focal point for activities related to troubleshooting, operation, and maintenance of electro-mechanical parts (pumps, generators, Solar systems) of water supply systems of Deder Town Water supply system.
- Identify gaps & plan for onsite training to build the capacity of the Plumbers, and operators in Deder town.
- Ensure that all generators, pumps, Solar System and fittings at production and distribution systems, tap stands, water storage tanks have enough back up easily moved parts.
- Prepare detail specifications including item description, part, and quantity of spare parts necessary to fix identified problems on electro-mechanical parts (pumps, generator set, Solar System control panels, etc) of water supply schemes.
- Identify & ensure the procurement of tools and equipment’s required towards operation & maintenance of the water supply systems including generators, pumps, Solar System and control panel for pumps.
- Prepare & put in place a monitoring plan for the operation & servicing of the generators, Solar System and pumps.
- Keep records of fuel consumption, generator working hours and electromechanical equipment’s performance indicators during the operation and maintenance phase and report to the Senior ERRO.
- Organize and deliver training on operation and maintenance of electro-mechanical parts to operators, plumbers, and other government Water Technicians Expert.
- Provide the necessary technical support to WMCs, operators, plumbers and technicians in operation and maintenance of their water supply schemes.
- Prepare weekly and monthly progress reports and keep the supervisor informed of the maintenance and/or installation of electro-mechanical parts.
- Visit the generators and pump on a daily basis and provide guidance and advice for the operators and maintenance team of Woreda and Kebele (WASCHO).
- Install generators, Solar System, and pumps in the water supply systems.
- Assist the SERRO-EH in project proposal development and quarter and annual reporting regarding electromechanical operation activities.
- Monitoring water quality to ensure it meets federal and state standards, collecting samples, and conducting tests
- Conduct on the assessment of electromechanical problems at Woreda and Zone level based on the assignment given by Organization at any time.

- Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
- Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies
About You
Job Requirements:
Educational Requirements:
- BSc Degree or Diploma from known University in Electricity, Electromechanical, Auto-mechanics or related fields and have excellent experience in surface water management and paratactical experience in electromechanical and water technician
Preferred experience & skills
- At least 2 years of experience for first-degree holders.
- 1 year of work experience plus a postgraduate degree and 5 years of experience for diploma holders.
- NGO experience is plus.
- Computer literate in word and excel.
- Good writing and spoken skill in English.
- Good interpersonal skill to work with a team.
- Basic supervisory/managerial skills.
Language Skills:
- Proficient in English writing and speaking skills and the ability to speak the local language is an asset.
Certificates or Licenses:
- Any training certificate relates to water technical
