Intro

In the framework of the MAPS project, under the supervision of the Project Manager, CIFA is looking for 1 Expert &/or Consultancy Agency , to carry out a consultancy in Dire Dawa aimed at developing training contents for newly hired staff  who will provide  Psychosocial Support.

Project

The project, entitled “Migration and Access to Protection and Basic Services: integrated interventions on the Eastern migration route (MAPS)” is implemented in urban and rural areas of Harar, Chiro of West Harrage and Dire Dawa Administration. It is intended to support vulnerable people  to irregular migration including returnees, potential migrants (in particular women, victims of trafficking and unaccompanied children) transiting to, or departing from the Arab Gulf countries. The aim of the project is to carry out joint actions to combat the root causes of irregular migration through the promotion of employment opportunities, the improvement of basic services and the protection of urban communities with an important gender consideration.

Organization

CIFA is an international NGO with over 40 years of commitment in protecting the most vulnerable children and youth. Working in Ethiopia for over 20 years, CIFA supports the access to primary and secondary education, especially for girls; it fights against the worst forms of discrimination and supports women’s economic empowerment. With this approach, CIFA currently works in Addis Ababa, Dire Dawa City Administration, Amhara (South Wollo), Hareri and Oromia Region.

Duration of the Consultancy

The Consultancy will start on the 12th of December

  • 10 days preparation of the training contents based on CIFA know-how on PSS developed in Dessie (at least 1 mission to Dessie is required)
  • 10 days of training in Dire Dawa to CIFA staff
  • 1 Day of Follow up after every 5 months (three follow-ups total )

Purpose

The primary purpose of this assignment is to provide CIFA staff in Dire Dawa with the operating skills and knowledge to provide Psychosocial Support (PSS) to returnees & migrants, in the framework of the MAPS Project. The training is expected to assist professionals who come into direct contact with the beneficiaries, in understanding key concepts related to Psycho-Social Support (PSS) GBV, family reunification, referral system, while applying basic engagement skills that promote the safety and well-being of the target beneficiaries through Safeguarding Policies & procedures. The consultant(s) will have to develop a training program to equip the trainees with knowledge and understanding of the concepts and importance of guidance, counseling, and objectives of psychosocial support service, often the entry point for beneficiaries in the project, and playing at the same time a key element for guaranteeing the sustainability of the socio-economic support services. Furthermore, the espert(s) is expected to develop a team methodology to identify responsibilities, roles, functions and tasks, work and communication flows among Social Worker, Psychologist, and Case Manager on PSS.

Key Tasks

Based on the capitalization of the expertise gained by CIFA in the PSS sector in Dessie, and the identification of areas of possible improvement (this activity foresees a mission to Dessie and meetings with local PSS staff), the consultant will have to:

  • Collect and analyze training needs of CIFA PSS staff in Dire Dawa

  • Acquire and analyze the results of the mapping of local services made by CIFA staff in Dire Dawa

  • Design a 10 days training program for CIFA Staff in Dire Dawa (Psychologists, Social Workers & Case Manager) on psychosocial support (PSS), GBV on community cohesions, family tracing & reunification, referral to local services and liaison with informal community leaders

  • Share the training proposal with CIFA PM and integrate comments

  • Implement the capacity building training to CIFA PSS staff in Dire Dawa, including data collection, indicators and reporting tools; referral mechanisms; periodic supervision of PSS team; code of conduct and safeguarding policies, ensuring harmonized and improved approaches and methodologies with the service in Dessie

  • Provide a follow-up (supervision of the PSS team) every 5 months following the training (3 times totally), aimed at collecting difficulties of the PSS staff in implementing its tasks, verifying through case-studies the appropriateness of the strategies applied and preventing burn-out of staff

Confidentiality and Expectations

The Consultant(s) is expected to perform the service with the highest standards of professional and ethical competence, and integrity, and is strongly encouraged to develop highly interactive and practical training and help to improve psycho-social systems and structures for more functional PSS deliveries. Moreover, the consultant has to keep all the information obtained in the process of service delivery confidentiality during the assignment and after assignments are completed.

Job Requirements

Qualification:

  • Master university degree in psychology, psychiatry, sociology,  gender studies, human rights or related field
  • A degree or certificate in Mental Health and Psychosocial Support is desirable.

Experience:

  • Minimum 5 years of progressively relevant Mental Health and Psychosocial Support Services experience in policy dialogue, coordination and advocacy, that combines research and practice

  • Experience in developing and providing training programs

  • Experience with with vulnerable groups (returnees, migrants, IDPs, mothers alone, children) and victims of trafficking

  • Experiences related with Protection, Gender and Psychosocial Support

  • Experience in working and developing partnerships with governments, relevant experts, international organisations, civic society organisations, assistance agencies and donors

  • Experience working with NGOs or humanitarian organizations

    • Experience in the provision of PSS interventions, in humanitarian settings is an asset

      IT:

      • Good knowledge of Microsoft Office, PowerPoint, Excel and Word;
      • Personal Skills:
      • Strong knowledge of migration context & migration national legislation
      • Be proactive, empathetic and have an understanding of the issues surrounding the beneficiaries;
      • Good communication skills;
      • Good partnership and participative approach
      • Good communication and presentation skills;
      • Good assessment and analytical skills;
      • Quality Reporting, Monitoring and Evaluation skills

      Language

      • Excellent communication skills in English and Amharic, both written and verbal

      Expected deliverables:

      • Capitalization of PSS CIFA methodology applied in Dessie

      • Training Programme (Draft version) for PSS staff in Dire Dawa

      • Training Program (Final version) for PSS staff in Dire Dawa

      • Training Material: handouts and any other supporting documents for the PSS staff in Dire Dawa

        • Pre and post training test
        • 1 interim report (after the training)
        • 1  final report (after the 3 sessions of follow-up/supervision)

Payments are subjected to the approval of the expected deliverable, as per schedule here below:

  • 20% at the signature of the consultancy contract
  • 40% at the validation of the interim report
  • 40% following the validation of the final report
