Background

Canadian Physicians for Aid and Relief (CPAR) has been working in Ethiopia since 1984. Its initial intervention was predominantly focused on famine relief through the provision of emergency health service assistance to people affected by famine. CPAR’s major humanitarian and emergency interventions were a supply of skilled personnel, medical supplies and materials for emergency, Water, Sanitation and Hygiene (WASH), and health services.

CPAR, in response to the “Partnerships for Her Voice, Her Choice” call for proposals by Global Affairs Canada (GAC), has developed a 4 years’ project proposal entitled “Enhancing Sexual Reproductive Health for Women and Adolescents” (ESWA). The project aims to improve women and adolescent girls reproductive, sexual health and rights by increasing awareness of and access to high quality gender-responsive and youth-friendly Sexual and Reproductive Health (SRH) services in selected zones in the Amhara and Oromia Regional States. This project proposal has been selected and funded by GAC. As a result, CPAR, in collaboration with various universities and local partners will implement the project. For this project, CPAR is seeking qualified candidates for clinical health officer position.

Required: One

Principal Function: The Clinical Health Officer is primarily responsible for the delivery of training to health care teams.  Collaborates with health facility administration teams and front line staff to enhance and deliver SRH curriculum.  Takes a lead role in clinically related project activities in coordination with the Senior SRH/Gender officer.  Develops and delivers clinical and relevant education for the SRH/Gender Officers as part of their professional development.  Supports the SRHR and Gender Officers with clinical expertise when needed.  Supports project activities as needed.

  • Provide overall Reproductive Sexual Health technical oversight of all activities to ensure interventions is evidence based culturally appropriate, cost-effective, and high impact.
  • Assist the OF consultant in the development and implementation of OF referral programs,
  • Assist all partners in operationalizing the OF strategy and facilitate Health Care Workers’ participation in the project,
  • Build technical capacity of the service providers, Midwives, Traditional Birth Attendants, Health Extension Workers and Communities
  • Manage Reproductive Sexual Health initiatives both at the community and Health Facilities level,
  • Updates Reproductive and Sexual Health technical guidelines using evidence-based and high impact practices
  • Assist in developing, reviewing, and disseminating guidelines, standards of practice, protocols and other tools to improve quality YFS at Health Facility level,
  • Work closely with other counter parts to identify and build cross-sectoral programming.
  • Disseminate best practices at community level to community elders, Traditional Birth Attendants and women groups.
  • Participate in development, preparation, and dissemination of IEC/BCC message materials around Reproductive Sexual Health and OF in particular.

Job Requirements

Required qualifications:

  • Clinical experience
  • Clinical education experience
  • Takes initiative and is goal oriented
  • Technical expertise in the components of integrated Reproductive Health, quality improvement, and experience working with partnerships, particularly in a sexual and reproductive health project is advantageous.
