 The Ethio-German Sustainable Training and Education Programme (STEP) improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education. In cooperation with the Ministry of Science and Higher Education (MoSHE) as well as related agencies and institutions, the programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth. In this, employers, education providers and public authorities come together to identify their needs and jointly develop education and training solutions that best tackle the skill mismatch.

A.      Role

The Head of Component Engagement & Implementation is responsible for the overall management of the component, fulfilling line management functions for all staffs in the component and looking after their personal and professional development. Coordinating joint steering and joint implementation of the project with partners and ensure proper and timely communication with them. Ensuring compliance with GIZ rules and regulations in any operations and implementation activities of the component. Creating collaborative environment for knowledge sharing and exchange and cross-component coordination for the synergy and efficient program implementation.

 B.      Responsibilities

The Head of Component is responsible for

–        Technical and conceptional, administrative and commercial planning and leading of the component.

–        Line management of all national and international personnel working in the different regions of the component

–        Coordination of all consultancies working with partner institutions on behalf of GIZ

–        The technical-conceptional development, design and leadership of the component

–        The priority of the position is on technical and managerial tasks

 The component manager responsible for implementation performs the following tasks:

 C.      Tasks

 1. Management responsibility

 The Head of Component

–               Is responsible for the orders and measures in the project/programme that are assigned to him/her and for managing all staff members who report to him/her (management responsibility for staff in bands 1-3 and/or 1 staff member in band 4)

–               Manages staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation

–               Is responsible for recruiting, selecting, grading, planning the assignment of and professional development of staff members who report to him/her

–               Is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services

–               Carries out the annual staff assessment and development talk for staff members who report to him/her

2. Professional advisory services

 The Head of Component

–               Advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input

–               Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach

–               Contributes to preparing and implementing the coordination process, joint project/programme activities and work in the regions

–               Formulates job descriptions and terms of reference and selects and supervises third parties in the course of carrying out project/programme activities, including performance evaluation

–               Monitors the development and implementation of project/programme plans and activities in close consultation with counterparts

–               Deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the project/programme’s area of activity

–               Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives

–               Monitors project progress and the activities of components, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the programme manager

–               Is responsible for seeing that the services provided by the component are aligned with the partner’s needs

 3. Networking and cooperation

The Head of Component

–               Ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with local communities, relevant organizations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships

–               Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme

–               Travels (abroad) in the region regularly, in accordance with project requirements

 4. Knowledge management

 The Head of Component

–               Compiles information and ensures knowledge transfer

–               Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures

–               Draws up reports and presentation documents

–               Formulates appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office

–               Assists with research activities and studies on political issues which benefit joint programmes.

 5. Management and coordination tasks

 The Head of Component

–               Is responsible for project planning for the component and develops project concepts and strategies, ensures implementation

–               Uses GIZ’s Capacity Works to manage the component

–               Coordinates and prioritizes relevant project activities at local level in cooperation with the partners, both as regards the organizational preparation and implementation of the activities

–               Manages and monitors the component budget in consultation with the officer responsible for the contract and cooperation

–               Compiles the relevant information for joint activities and assignments

–               In the absence of the programme manager, takes appropriate measures to secure operation of the programme

 6. Other duties/additional tasks

 The Head of Component

–               Performs other duties and tasks at the request of management

Job Requirements

Qualifications

 –               Master’s degree in TVET, economic, business, engineering, development studies or any relevant social sciences

Professional experiences

–               Access to local and sector specific networks and excellent reputation

–               Added value: Training/teaching experience

–               At least 5 years professional experience in private sector (e.g. Management, Engineering, Human Resource, Entrepreneurship, Medium and Small Enterprise support) or working with/for the private sector (e.g. in private sector development projects, consultancy, etc.)

–               Experience in working for or cooperating with international development cooperation organizations is an asset

–               Fluent in written and spoken English and Amharic

Other knowledge, additional competencies

 –               Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

–               Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
