Positive Action for Development (PAD) is an indigenous, non-governmental, humanitarian and development organization and legally registered at Federal level by Federal Democratic Republic of Ethiopia Charities and Societies Agency on June 6/2011 with a registration number 2330. PAD would like to hire qualified professional for the position of Construction Supervisor for an EHF funded project entitled “Multisectoral Response to Conflict Affected Returnees in Begi Woreda of West Wollega zone in Oromia Region” for the planning, follow-ups, supervision, Monitoring and onsite technical coaching of the project WASH and Education facilities construction and renovation activity in Begi Woreda.

Description of the role

Under the supervision of the Project Manager and in coordination with the Project Head, the Construction Engineering Consultant will be responsible for the planning, implementation, follow-up, and monitoring of the WASH and Education facilities construction and renovation works in Begi Woreda. Specifically, He/she will be:

  • In charge of supporting and ensuring that the construction work is carried out in accordance with the required standards and with the highest level of technical quality at each stage of the activity cycle with respect to international and national humanitarian standards.
  • He/she will be in charge of following up with the construction and contractors. Monitoring the construction of Spring Rehabilitation, Solid Waste Disposal Pit, Rehabilitation/Renovation of Latrines, Construction and Installation of Water Tankers, and Construction of a Temporary Learning Space in schools.
  • He/she supports the Project Coordinator and Program team by providing technical support to Project Managers and WASH supervisors in his/her sector of competence, ensures the implementation of the WASH and Education facilities construction and renovation activities, monitors the respect and compliance of International and National technical standards related to the sector.
  •  He/she will be in charge of the detailed technical design and follow-up of contraction works to be carried out during the projects’ implementation, the definition of BoQ, and the quality check of the material procured, among other things.
  •  Ensure that the construction and renovation activities are implemented according to recognized National and International Standards, PAD’s and donors’ policies and priorities.
  • Support the PC and Program team in providing realistic estimates of the construction and renovation works based on the BoQ; forecasting expenditures related to works and monitoring the actual expenditures related to them; and collaborating with the Project Coordinator, project, and Program manager in troubleshooting.

Requirements

  •  BSC Degree in Civil Engineering or related engineering and conduction fields.
  • Minimum of four years experience in Wash, Education, and other service facilities construction and implementation works.
  • Understanding of emergency response programming for displacement situations.
  • Ability to plan, organize, coordinate and implement in the field.
  • Proven ability in teaching and coaching, including in the security domain.
  • Fluency in written and spoken English and Afan Oromo.
  • Demonstrated knowledge of humanitarian standards (Sphere and CHS, among others).
  • Demonstrated experience in working and living in a complex political environment.
  • Working knowledge of Office Package.
  • Working knowledge of GIS applications and software; working knowledge of software dedicated to technical design.
  • Respect for humanitarian principles: humanity, neutrality, impartiality and independence.
  • Sense of humor and capacity to cope with stressful situations.
  • Strong interpersonal and communication skills, including effectively influencing, negotiating, coaching, Communicating, and guiding clients.

  • Experience in solving complex issues through analysis, defining a clear way forward, and ensuring buy-in
  •  Creativity and the ability to work with limited resources.
