Background:

Ethiopia has made impressive strides to strengthen healthcare systems over the past decade. However, results have been uneven, with both quality of services and equitable access remaining as challenges. There is a high disparity in service utilization and health outcomes among people in different geographical areas and socio-economic groups. Recurring drought, conflict, pandemics such as COVID-19 and disease outbreaks often hamper the country’s progress towards its goal to provide high quality health services to all its citizens. The health system is not resilient to accommodate the health burdens and sustain essential health and nutrition services during emergencies. It is also challenged by shortage and uneven distribution of health workforce with very low health workforce density, inadequate and unsustainable health financing, scarce material resources; and poor-quality data to drive informed decision-making.

The Country Coordinating Mechanism of Ethiopia (CCM/E) is a stand-alone mechanism that was established on February 27, 2002, to facilitate and coordinate the management of the Global Fund to fight AIDS, tuberculosis, and malaria grants to address the three diseases in Ethiopia. The Global Fund is a financing mechanism with the purpose of attracting, managing, and disbursing funds that will further enhance existing resources in Ethiopia and make a sustainable and significant contribution to the reduction of infections, illness, and death.

Further to the announcement of the Global Fund Funding Cycle (2024-2026) country allocations by the Global Fund, the CCM/E has prepared a funding request timeline to develop and submit Project Proposal and Write grant Funding Request for CCM Ethiopia Resilient and Sustainable Health Systems (RSSH) in the September 2023 window. In line with this, a core RSSH grant Funding Request taskforce is set up, and guidance has been made to coordinate and ensure a quality funding proposal is developed and submitted on time as part of the Global Fund 2024-2026 RSSH Funding request.

Therefore, USAID/Ethiopia seeks to issue a purchase order to contract for the services described below in connection with project proposal development and writing services for CCM Ethiopia Resilient and Sustainable Health Systems (RSSH). The selected vendor will be required to work closely with and guided by the CCM/E Resource Mobilization Committee and Executive Secretary of CCM/E.The Vendor will also liaise with the RSSH grant funding request taskforce and core writing team to develop a quality RSSH proposal and funding request document.

SCOPE & DELIVERABLES

  • Work with the RSSH Core writing team in the preparation of the Funding Request
  • Capture the decision points and priority intervention areas for the RSSH Funding Request
  • Review available strategic plans including RSSH related national strategic plans/NSP/, Health Sector Transformation Plan II (HSTP II) and other national and international policies and guidelines.
  • Compile the outputs of the core writing team assigned to work on the various RSSH funding request components
  • Assemble relevant background documents, references and reports necessary for developing the RSSH Funding Request
  • Review and provide input on Funding Request form section drafts, including programmatic gap analysis; various assumptions; financial resource mapping and funding gap breakdown
  • Contribute to drafting the RSSH GF Funding Request
  • Participate in country dialogue on prioritized interventions for RSSH Funding Request; Capture the outputs of the country dialogue and CCM/E Decisions.
  • Incorporate feedback from the CCM/E, the stakeholders and core writing team into the Funding Request.
  • Review and provide input, through face to face and virtual meetings and via email as required within defined timelines
  • Oversee the technical quality of the RSSH Funding Request; and adherence to agreed timelines and key processes
  • Work with several expertise and agencies with varied backgrounds.
  • Present the RSSH grant priority interventions, budgets to CCM/E for review and approval
  • Assist in the completion of the HSS funding request using the GF tools.
  • Coordinate other Global Fund applications including catalytic funding and C19RM as they are made available and announced by the Global Fund.

Job Requirements

● Bachelor’s degree with more than 15 years of experience or Master’s degree     with 10  years of experience in the areas of Public health, Health System Strengthening, and other related disciplines

● Ten or more years of experience working in the field of public health–specifically in health system Strengthening, digital health, and/or health programs.

● Experience in new business development, including both strategy development and proposal writing for different donors and donor agencies

● Strategic thinker about the implementation of programs. Proven ability in strategy planning, development, and oversight of multiple concurrent projects.

● Strong representational and interpersonal, communication skills.

● Must have strong writing skills in both English and Amharic.

● Fluency in written and verbal English and Amharic.

● Excellent computer skills, specifically in Windows, Word, Excel, and Google Suite.
