Consultancy Objectives

The main purpose of this consultancy is to undertake Organizational Financial Risk and Capacity Assessment for 1 Regional Health Bureaus & 2 Zonal Health Departments in Ethiopia, namely: Sidama Regional Health Bureau, Hadiya Zonal Health Department and Kembata Tembaro Zonal Health Department. Each assessment will entail a systemic and comprehensive review of each institution’s internal functions, with a focus on funding and financing mechanisms including funding flow from central government, accountability level and financial risk exposure in relation to existing systems, controls, and processes.

Specific Objectives

Specifically, the consultancy aims to:

  • Assess and analyse the funding and financial mechanisms including funding flow from central government and donor organizations to the RHB and Zonal Health Department with the aim of determining the points of accountability and financial reporting for donor funds.
  • Assess and analyse the institution’s internal functions to determine:
    • Organizational structure and systems
    • Effectiveness of its leadership and staff competence according to roles
    •  Program implementation and management capacity for donor programs
    • Accounting and Financial management systems i.e., transaction recording and reporting, budget and budget management, internal controls, accountability mechanisms, staffing, audits, and audit management
    • HR systems and staff management procedures
    • Policies and processes that govern the way the Entity buys goods and services (Procurement and contracting).

Methodology

The Consultant shall use NI’s Financial & Capacity Risk Assessment tool to conduct the assessment, while performing the following activities:

  • Pre-Assessment: Hold an introductory meeting with the institution’s leadership to discuss the nature and scope of the assignment, timelines, responsibilities, and expectations from both parties
  • Conduct desk review of institution’s key documents including strategic plan, annual workplans, technical plans and reports, financial reports, internal and external audit reports, and organization’s structure.
  • Systems Review: Validation of the existence and use of institution’s systems, internal control tests, interview and focus group discussions, while asking queries as outlined in the tool to determine the correct score. Interviews and Focus group discussions are meant to triangulate the findings of desk and system reviews while elaborating any queries or unclear steps/procedures in the institution’s financial management framework.
  • Review of the tool for complete scoring and comments/reasons for scores provided.
  • Report writing: The consultant compiles a report on all the elements of the assessment which details the organization’s capacity findings in each category assessed, financial risk assessment score and risk mitigations plans.

Reporting

The Consultant shall deliver a report with the following key components:

  • Detailed report on the funding mechanisms, funding flow, and accountability levels at the
  • Regional Health Bureau in relation to Central Government and Donor Funding
  • Organizational Capacity Assessment findings of each category assessed with dashboards appended
  • Financial risk assessment report, with weighted average risk rating based on each category’s score
  • Detailed discussion of all factors that contributed to the risk score
  • Risk mitigation plans based on the factors outlined in (iii) above
  • Conclusion and Recommendations

Consultancy Duration

The consultancy assignment is for 21 Working Days with expected completion and submission of report within one month of signing the consultancy agreement. The report shall be submitted in English.

Application Specifications Candidates interested in the position will be expected to provide the following documentation

  • An in-depth technical response to the TOR by the consultant demonstrating an understanding of how the assessment will be undertaken.
  • Initial work plan based on methodology outlined and availability of applicant.
  • Company profile and/or CV of the consultant.
  • Details and contacts of 3 referees for similar assignments done
  • Detailed budget breakdown based on expected daily rates and initial work plan.

Financial Proposal

  • The financial proposal must be supported with breakdown analysis of:
  • Professional Fees Chargeable
  • Breakdown of disbursements, travel, and accommodation
  • All applicable taxes
  • The financial proposal shall be valid for a period of 60 days from the date of bid closure
  • All figures must be quoted in Ethiopia Birr

Job Requirements

Key Selection Criteriaa

  • MBA or Masters in Project Management, and a degree in Finance/Commerce/Accounting,
  • A good standing CPA with strong financial management background.
  • Proven consultancy experience within the field of organizational capacity assessments and development for Civil Society Organizations of at least 5 years.
  • Extensive hands-on experience in organizational capacity assessment and development, capacity building strategic plan development, proposal development and fundraising, mentoring, and coaching.
  • Experience working in Ethiopia
  • Fluency in English is mandatory.
  • Fluency in Amharic is an added advantage
