Background

The Institute for Peace and Security Studies (IPSS) of Addis Ababa University is a prominent Institute for higher education, research and policy dialogues on peace and security in Africa. Established in 2007, it ranks among the top 50 educational establishments and think tanks in Sub-Saharan Africa according to the Global Go to Think Tank Index Reports. IPSS serves as the Secretariat of the Tana High-Level Forum on Security in Africa and was also selected as the Center of Excellence for Post Conflict Societies by the African Research Universities Alliance (ARUA) in 2017.  Moreover, the Institute runs the Africa Peace and Security Programme (APSP), a joint initiative with the African Union, which is mandated by the African Union’s Executive Council to take up the intellectual challenge of finding African-led solutions to peace and security in Africa. IPSS intends to make a substantive contribution to the contemporary discourse on peace and security on the African continent, and, more specifically, to assist the African Union (AU), Regional Economic Communities (RECs)/Regional Mechanisms (RMs) in the development of evidence-based and actionable policy options.

 Position Purpose

The purpose of the consultancy will be to produce four policy briefs on the following topics:

·       Consultant 1: Military coup and the implication to the democratization process in  Mali and the  region;

·       Consultant 2: The rise of terrorist insurgency in Mozambique and its security implication to the region;

·       Consultant 3: Food insecurity in the Horn of Africa: peace and security challenges;

·       Consultant 4: COVID-19 and its( what) implications for the Lake Chad basin region.

Key Responsibilities

The consultants are expected to:

·        Develop policy briefs on the above-mentioned topics (one policy brief per consultant) and send the draft brief to the IPSS Research Unit for review and approval;

·        Ensure the policy brief is delivered according to the proposed structure;

·        Revise the policy brief according to the reviewer’s feedback;

·        Revise and resubmit the policy brief if the draft does not fulfil the quality standards.

Job Requirements

Required  Qualification and Experience

·         Minimum MA in social sciences, preferably in peace and security studies, political science, global studies, development studies or any other related field of study;

·        Excellent knowledge of the African development landscape in the field of peace and security;

·        Excellent writing and research skills;

·        Very good knowledge of ICT tools for data collection;

·        Excellent written and verbal communication skills in English;

·        Minimum one-year work experience in similar research activities;

·        High academic performance is an added advantage.
