BACKGROUND :

Ministry of Health-Ethiopia (MOH-E) has been implementing the Ethiopian Field Epidemiology and Laboratory Training Program (EFELTP) since 2009. The establishment of EFELTP has strengthen national disease surveillance systems through coordinating and streamlining of all surveillance activities and ensuring timely provision of surveillance data to all disease prevention and control programs. Learning by doing is a key component of the program. The residents provide needed services to the Ministry of Health while mastering competency in disease surveillance, system evaluation, outbreak response, and other applied epidemiology competencies. EFELTP promotes a three-tiered model of trainings: Frontline, Intermediate, and Advanced. All three tiers implement a mentored training-and-service model to address the principles and practices of public health surveillance, outbreak investigation and response, communication, and use of data for evidence-based decision-making. Currently, the Advanced and the Frontline trainings are underway in Ethiopia. Therefore, MOH-E would like to invite competent applicants for the Data Manager position for Advanced EFELTP.

Roles and responsibilities

  • A Data Manager has professional responsibilities to keep and harmonize all EFELTP related data, trainees (residents) and their output shall be put in a folder for traceability and accessibility. Since the EFELTP is one of the largest programs globally, data of all training centers (EFELTP program, 8 Universities and 45 field bases) shall be kept and managed safely to access any data related to the training. MOH is currently seeking applications from potential candidates for the Data Manager position.
  • The following are key roles and responsibilities of Data Manger:
  • Create data pool for EFELTP for the program, each Universities and field base
  • Perform requirement gathering, analysis and implement for the EFELTP program, eight  Universities and 45  field  databases and follow progress towards
  • Compile all programs’ resident data (outputs) from each program hosting universities and field bases.
  • Create folder for the program, each field base and Universities
  • Create folder for each graduate, place of jobs and opportunity of tractability
  • Develop user friendly data entry template using electronic data collection methods
  • Compile, organize, analyze, prepare, and submit timely reports (weekly, monthly, quarterly, biannually, and annual reports) to the program
  • Troubleshoot all issue related to data management and find solution with other team program team members
  • Comply with data integrity and security policies
  •  Willingness to work other assigned duties by the immediate supervisor.

Duration of Position: The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity.

Desired Knowledge, & Experience

  • An ideal candidate for this position should have the following skills and qualification
  • At least MSc/MPH in Statistics, Biostatistics, Demography, Health informatics, MIS, BIS fields. Background of BSc degree in health related fields is advantageous.
  • Data analysis, interpretation and report writing ability (evidence required).
  • Previous experience as data manager and excellent working track records
  • Previous experience in managing electronic data collection
  • Proven two years and above working experience in health data management and analysis.
  • Excellent in relevant statistical applications such as Epi-Info, STATA, SAS, SPSS, CesPro, and ODK.
  • Excellent communication and problem solving skills
  • Maturity and professional ability to handle sensitive information and ability to respect confidentiality

Desired Skills

  • Strong analytical, problem-solving, and decision-making capabilities based on use of data
  • Computer skills, including Microsoft office, and Access
  • Excellent English verbal and written communication skills
  • Excellent facilitation skills
  • Ability to handle multiple tasks; proven self-initiative and problem-solving abilities
  •  Proven record of accomplishment of quality performance in highly pressured environments.
