Knowledge management, documentation of best practices and dissemination of SEE4C TP.

Continually work on SEE4C information/knowledge flows to identify gaps and/or enhancements.

  • Works closely with SEE4C Teams and other concerned departments to ensure that the information needs of the technical program met in a timely, effective, and efficient manner.
  • Assist TP technical specialist in the collection, management, and sharing of best practices of their respective project models.
  • Conceives of, organizes and conducts research as needed on identified topics in support of Technical Specialists.
  • Properly document best practices, develop case stories, and disseminate the same though different communication channel in collaboration with the communication team.

Manage  SEE4C Private-Non-Sponsorship projects

  • Ensure quality concept note/proposal is developed based on the need of the community and communicate the same to SO in timely manner.
  • Ensure project documents including DIP, Cash flow, agreement documents are prepared and communicated to relevant department and partners.
  • Conduct kick-off workshop with relevant department and partners.
  • Oversees the proper implementation of project as per the agreed plan.
  • Work with finance, field staffs and SO to meet the reporting requirements of SOs.
  • Coordinate and work with concerned departments for hosting of donor visit.

Ensure efficient and effective implementation of MEAL system

  • Develop and periodically update the overall SEE4C Monitoring and Evaluation Plan, including indicator mapping and target setting, in collaboration with Technical specialists and TP head.
  • Develop and implement MEAL procedures and tools that will ensure tracking of project/ programme results at different levels (outputs, outcomes and goal).
  • Share information about reporting requirements and timelines, and follow up with SEE4C project focal persons and Technical Specialists to ensure timely submission of reports.
  • Work with the TP technical specialist for the proper implementation of Project Model measuring tools (STAR, IDELA, and school leveling) for the baseline, outcome monitoring, and evaluation.
  • Work with SEE4C project focal persons and Technical Specialists to ensure the collection of relevant and appropriate data needed.
  • Assist the TP Head in the production of high quality regular reports.

Based on the regular programmatic and financial reports provide alert to the respective SEE4C focal person on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.

Coordinate programme/project design, regular planning, and transition process for projects under SEE4C TP.

  • Work with the Technical Specialist to identify education problems, identify opportunities for project proposals writing, and ensure submission for resource mobilization.
  • Assist the TP Head in the development of the TP design documents as per the partnership and national office priorities.
  • Ensure APs prepare the Annual Operational Plan as the per the design documents, and in light of the lesson learnt and the developing need of the community.
  • Assist projects adhere proper transition process in a way that ensure the benefit gained through the projects is continued after the closure of the project.
  • Lead and/or coordinate assessments, evaluations and performance evaluation tasks including planning and reporting on the same.

Support capacity strengthening of SEE4C project field staff on MEAL system

  • Identify learning and training need of SEE4C staff and work as a mentor for less experienced staff.
  • Develop a plan for project-related capacity building on M&E and for related computer-based support that may be required.
  • Conduct capacity building trainings for SEE4C staff at field level regarding MEAL.

Represent, advocate and promote organization learning

  • Work with TP head, technical specialist and project managers to ensure the TP project implementation is well coordinated with effort of other TPs and development partners.
  • Represent the TP in internal as well as external forums, meetings, conferences, and review meetings when assigned.
  • Support the TP team with learning activities by organizing of learning workshop, prepare lessons learnt reports and communicating with other partners.
  • Coordinate and guide the integration and alignment of policies, programmes, resources, sectors, mix of skills and track the status and share feedback to the TP head and concerned partners.
  • Contribute to communications and media work as required.

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Experience:  Seven years of experience (of which 4 years in Programme management and supports)
  • Good partnership management, knowledge of government working procedures and good negotiation and influencing skill.
  • Have passion as well as commitment for children education and integrated progamme as a whole
  • Experience in working with workers from various technical sectors
  • Team-builder and team-player
  • Experience in community participatory project planning, implementation and monitoring.
  • Experience in proposal writing and research.
  • Demonstrated ability to communicate in writing and verbally with people

Required Education, training, license, registration, and certification

  • Educational level and qualifications required MSc/M A degree in development studies, Statistics, Economics and other related studies.
  • Strategic thinking & application to those defined areas
  • Knowledge and skill on the statistical software like SPSS, Stata
  • Knowledge of programme cycle management.
  • Knowledge and exposures to the sociocultural situation of the region.

Travel and/or Work Environment Requirement

  • Work environment:  Office-based 60%
  • Travel:  40% Domestic travel might be required.
