The Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia Programme (QEP), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, supports the Government of Ethiopia in implementing its agenda of integrating refugees and host communities into the national vocational training system. GIZ-QEP aims at improving employment perspectives for refugees and host communities by implementing activities in the areas of improved TVET quality, expanded access to TVET training, and employment promotion and entrepreneurship advice in Addis Ababa and in the regions of Benishangul-Gumuz, Gambella, Somali and Tigray as well as supporting the capacities of key stakeholders for the sectoral implementation of the country’s refugee proclamation.

Responsibilities

  • Closely cooperates and builds productive relationships with all relevant government and non-government stakeholders in the field of employment within the local community and refugee context
  • Provide all necessary technical and follow-up support to the regional partner institutions which are related to training and employment promotion for the target beneficiaries
  • Cooperates with the Gambella project implementation team in Gambella and Addis Ababa to develop solutions for employment promotion linked to the target beneficiaries
  • Develop and facilitate the implementation of approaches that allow to enhance improved training and employment measures within the context of local communities and refugees
  • Coordinate the multi-stakeholder platform activities alongside the Job Creation and Enterprise Development Bureau
  • Cooperate with Job Creation and Enterprise Development Bureau in the effort of capacitating the partner to undertake its mandate with improved capacity
  • Closely support and follow-up on the implementation of the Comprehensive Training and Employment Initiative and Integrated Agriculture Training and Employment projects
  • Conduct further feasibility assessments, identify partners, develop and plan innovative activities related to scaling up short- term trainings and employment promotion measures for local communities and refugees.
  • Contribute to conceptualizing, planning and conducting regional platforms bringing together relevant regional private, government and non-government stakeholders to tackle problems of employment promotion and inclusion of refugees
  • Contributes to programme reporting, knowledge management, evaluation and public relations (PR)
  • Contributes ideas about success stories and major achievements in the field, shares them with the Addis Ababa office and connects respective PR staff with the “faces behind the story”
  • Takes on a variety of other tasks according to changing demands

Job Requirements

Qualifications

  • Master’s degree in social sciences (e.g. educational science, political science, business administration, public management/policy, economics, or related fields)
  • A minimum of 5 years relevant occupation experience in the necessary field

Professional experience:

  • Experience in organizing and steering complex processes that involve a variety of stakeholders and require a high degree of coordination
  • Theoretical and/or practical experience related to the Ethiopian vocational training system, the private sector and/or other Ethiopian organizations aiming at employment creation
  • Experiences in entrepreneurship support and employment creation measures
  • Local experience and networks in Gambella, including knowledge of relevant stakeholders in the field of vocational training, entrepreneurship, and employment creation
  • Very good overview of regional and local government structures and knowledge about mandates and responsibilities of different government actors
  • Knowledge and sound networks with industries and investors in Gambella, especially in the field of agriculture, woodworks, metal manufacturing, and construction
  • Experience in cooperating with Ethiopian government offices, agencies, NGOs and ideally international organizations

Other knowledge, additional competencies:

  • Ability to perform well in large and diverse team and possesses a team player value
  • Very good language skills in English (writing, speaking, listening); good knowledge of Amharic (writing, speaking, listening) and/or good knowledge of local language (Nuer/Anuak)
  • Good skills in using Microsoft Office (Excel, Word, Power Point, and Outlook)
  • Flexibility and preparedness to perform a changing array of duties according to the needs of the programme
  • Capability to perform under intensive workload pressure at sometimes
