2 – Job Description

The Danish Refugee Council (DRC), an international non-governmental organization (INGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.

DRC has been operating in Ethiopia since 2009. Currently, the organization works in three regions namely,

Gambella, Tigray, and Somali and in one administrative town (Addis Ababa) implementing a broad range of projects with a focus on providing humanitarian assistance and promotion of protective environment for displacement affected communities.

 

Danish Refugee Council (DRC) has been operational in Ethiopia since 2009, providing support for displacement affected populations, including both refugees and IDPs, and their host communities. DRC has been supporting affected communities to address their protection, Shelter, cash, livelihood and WASH needs. Currently DRC works in four different regions across Ethiopia – Somali, Gambella, Tigray and Afar.

 

In response to high humanitarian needs, DRC has been implementing an ECHO funded project named: “Integrated Humanitarian Assistance for conflict- and displacement-affected communities in Ethiopia” since June 01, 2023, which will come to an end in May 31,2024. This project has been implemented across Tigray region Shire, Sheraro, Laelay Koraro, Afar Region: Berhale, Abala and Wasama and also Addis Ababa city: For result 3 activities in the sectors of Protection, Water Sanitation and Hygiene (WASH) and coordination

 

2.1   Objectives of the evaluation

 

The objective of this evaluation is to provide an independent assessment of the project relevance/appropriateness, effectiveness, efficiency, impact, and sustainability of the action. In addition, the Evaluation will document relevant lessons learnt from the implementation of the action.

The final evaluation will be conducted to:

·   Review the relevance of the project and its approaches/strategies in the context of the need of the communities in the intervention areas;

·   Verify the efficiency and effectiveness of the results achieved and trace the changes observed in the lives of the target beneficiaries;

·   Analyse sustainability of the project from the point of view of local stakeholders and beneficiaries;

·   Assess level of the integration and coordination of the project within and with other on-going similar initiatives implemented in the project intervention areas by both the government and other actors;

·   Critically examine the appropriateness of the implemented WASH and Protection activities in relation to the context, expected outcomes and value for money

·   Draw lessons and provide recommendations for improvement in future similar actions.

 

2.2   Evaluation Criteria and Key Evaluation Questions

The evaluation will use the OECD DAC evaluation criteria adapted to humanitarian action by ALNAP.

The evaluation questions to be answered under each evaluation criterion below:

Relevance/Appropriateness

·       To what extent and how the project intervention tailored to address the beneficiaries’ needs and priorities and based on capacities of the different targeted beneficiaries in the community?

·       How the project has been responding and adapting to changing circumstances? What lessons can be adapted to our future programming?

·       How effective and appropriate were the processes and capacities (in terms of staffing, experience, etc.) in ensuring relevant and timely project delivery in support of the most needy and vulnerable?

·       How were gender and vulnerability (in possible various forms) considered in project design, planning and implementation?

Efficiency

·       To what extent the project was cost effective in terms of time, resource (human, capital, material, etc.)?

·       What better alternatives/approaches could have been used for more efficient project delivery?

·       What constraints were faced in terms of efficiency and how were they addressed?

Effectiveness

·       What are the major achievements of the project in relation to its stated objectives and intended results? If any deviations, what are the justifications?

·       Were the activities and strategies adequately designed to achieve the stated results of the project? Which needs to be improved with justifications?

·       What major factors (both internal and external) affected the effectiveness of the project (both positively and negatively) and How were they addressed?

·       What is the level of satisfaction of the direct beneficiaries or participants?

·       What has the project achieved in relation to its advocacy activities? What are the evidences that attribute to those results?

Coordination

·       How were the different components of the project planned and implemented in a way that coherence is ensured (starting from selection and support to beneficiaries to promote achievement of outcomes)?

·       How effectively has the project coordinated with the activities of other agencies (NGOs, RRS, etc.) and various stakeholders for the implementation of the project?

·       Which factors have restricted the coordination, and which factors have supported it? What were the strengths and weaknesses of coordination and collaboration?

Sustainability

·       To what extent the long-term context of the intervention was considered at the planning stage and throughout the project implementation and finalization?

·       How have the approaches applied contributed to the sustainability of the project achievements?

·       To what extent are the changes in outcomes of individuals under the integrated humanitarian intervention will continue after exit from direct support?

·       To what extent the local capacities (both communities and local actors) sustain the project results?

Impact

·       To what extent integrated humanitarian approach contributed to changes in protective environment for targeted beneficiaries and their households and increase their resilience to shocks (comparing pre-project against after project situation)? Did the impact vary for different individuals (consider age, gender, profile)? If so, how and why?

·       Were there any unintended impacts of the project, either positive or negative? How did these impacts transpire and how could they have been maximized or mitigated?

Accountability

·       How effectively were the various standards applicable in interventions (such as SPHERE, CHS, etc.) met?

·       How were beneficiaries made aware of their entitlements and other relevant project related information?

·       What mechanisms were put in place to receive and respond to the issues and complaints of the affected community? How effective were the mechanisms put in place?

Environment

·       How has the project considered and treated environmental issues? Is there any positive or negative effect the project is making to environment?

A.      Consultant Responsibilities

·       Submit technical and financial proposal with clear statement of the proposed methodologies

·     Conduct Review of relevant documents and Literature-Desk review

·     Submit Inception report with detailed evaluation design, methodology and appropriate data collection tools for surveys, FGD, KII and Observation

·     Develop the field work schedule in consultation with assessment team

·     Develop Quantitate data collection tools on Kobo toolbox and use own mobile apparatus to test the survey tool and collect data

·     Establish contacts with pre-identified organizations and explaining the objective of the work

·     Lead consultations with all informants of the study

·     Hire, train and manage enumerators for quantitative data collection

·     Administer and supervise quantitative and qualitative data collection with experienced data collectors

·     Analyse both qualitative and quantitative data and report in a clear and accessible format

·     Regular progress reporting to the evaluation Manager, including responding to any comments or technical inputs whenever reasonable.

·     Seeking comments and feedback from DRC regularly, on the draft report, through the evaluation manager, in sufficient time to discuss and incorporate these into final report.

·     Present the findings to DRC and selected stakeholder in validation workshop to collect feedback

·     Provide all deliverables and final report to DRC within the pre-agreed timeframe and in accordance with quality requirements of evaluation manager.

B.      ­­­­­­DRC shall:

·     Arrange all relevant documents required for desk review and also discussion with staffs

·     Facilitate arrangement required for field data collection process

·     Provide report outline to the consultant

·     Guidance and technical support as required throughout Evaluation

·     Closely follow up data collection process and ensuring quality control

·     Ensure involvement of government and other relevant stakeholders in KII, FGD and others

·     Disburse payment of the service as per the contract agreement

·     Review and approve inception reports, tools and other relevant requirement.

·     Review the draft report and provide feedback to the consultant

·     When the assignment completed with appropriate quality and timeline, give approval of the final report and all deliverable sand disburse of payment to the service as per the contract agreement.


Job Requirements

3. Required Qualification and experience.

The evaluation consultant or firm should meet the following requirements:

·     Advanced degree in social sciences, development study, statistics, economics or relevant discipline

·     Minimum 5+ years’ experience in evaluating complex programmes in humanitarian context especially in international humanitarian organisations with particular experience in integrated programmes that include protection components (protection monitoring, case management, etc) and WASH

·     Have experience in undertaking evaluations in refugees, IDPs and host context. Working experience in the study locations is an added advantage. Knowledge of local languages in the study areas is an asset

·     Experience in quantitative research, digital data collection (such as Kobo toolbox) and statistical data analysis methods (such as SPSS, STATA) as well participatory data collection methods

·     Excellent spoken and written communication skills in English.

·     Excellent skills in ability to articulate ideas in a clear and accurate manner including the ability to prepare quality reports, good data presentation and visualization skills.

·     Strong interpersonal and analytical skills and ability to maintain effective working relations

·     Extensive knowledge and experience with various guidelines and standards relevant to refugee and cash/voucher interventions (SPHERE, UNHCR guidelines, ECHO DG guidelines etc.)

·     Ability to manage the available time and resources and to work and deliver in tight schedules

·     Experience in documenting impact of advocacy initiatives

Bid by interested consultant(s) should submit

·   Technical proposal detailing understanding of the TOR, expression of interest, capacity assessment, Evaluation methodology with sampling strategy; approach to data collection, analysis and data quality management; evaluation plan/timeline and team composition (including qualifications and their roles in the assignment) in not more than 10 pages.

·   As part of the technical proposal, in annex, the consultant shall provide,

Ø  Their updated Curriculum Vitae and at least two professional references from their prior clients.

Ø  Attach the Curriculum Vitae’s of key team members involved in the evaluation

Ø  Two samples evaluation reports from previous evaluations relevant to this study

Ø  At least two performance certificates for successful accomplishment of related previous studies and any other supportive documents

A detailed financial proposal with clear breakdown of expenses including breakdown of professional fees, data collection costs, all logistics expenses, etc. in detailed manner.
