Role Profile

The purpose of this position is to lead implementation of the child protection policy and program at the PA. It also is intended to ensure to support and linkages to the HTP and other country emergency response programs.

The post holder is responsible for the deliveries of results in line with pre-agreed program planes and objectives and oversee the implementation of the child protection policy in the PA and contribute towards achieving the country program goal of improved protection mechanisms and community practices against harmful traditional practices and violence against children. Plan International Ethiopia has put in place a child protection policy that all of its staff must adhere to and sign.

Dimensions of the Role

The post holder will have a role of utilizing budget that will be allocated to the program area together with other child protection & GBV and CP Coordinator in the emergency response and development programs when necessary.

The position holder will mainly work with GBV and CP Coordinator, Government Workers, CBOs and other partner organization representatives and will have a frequent contact with the beneficiary community. S/he will be the sole representative of Plan International at the grass root level where s/he will be assigned to work.

The post holder will be reporting to the line supervisor and will be collecting reports from the community volunteers on his part.

When necessary, the post holder will be responsible to work closely with and share reports with other likeminded agencies working in the area in consultation with the line supervisor.

The role holder is responsible to identify, and respond to the needs of the direct beneficiaries, coordinate and collaborate with fellow staffs, other agencies including government bodies working in the area.

Accountabilities

Typical Responsibility

  • Evaluate the Capacity gap assessment of the concerned government organizations and CBOs working on CP and GBV issues and devise capacity enhancement strategies to better reinforce the capacities of the zone and woreda
  • Coordinate organizing research or formative research on CP/GBV uses this as baseline to see the changes in the final analysis.
  • Give direction based on SoP on the identification assessment, planning, intervention and follow-up for professional case management in support of vulnerable children.
  • Organize and provide guidance for community structures to provide GBV and child services in the IDPs, Returnee and host communities of the targeted districts.
  • Build the capacities of the workers under him/her and the concerned organizations at zone and woreda level with the basic concepts of GBV/CP mitigation, prevention and response related issues
  • Coordinate and organize to ensure socially and culturally relevant services for adolescents, GBV Survivors and vulnerable groups.
  • Provide overall leadership on the coordination, implementation and reporting of Child protection and GBV related activities of the project in the intervention areas.
  • Provide technical support in the areas of the project implementation, monitoring & follow-up and reporting of the EHF project in accordance with funding agreement and budget allocation made by Plan International Ethiopia’s Country Office and Program Area’s (PA).
  • Periodically monitor the outputs, outcomes and impact of program interventions and activities of EHF Project on Child protection and GBV Protection.
  • Coordinate child protection and GBV project implementation in collaboration with Regional, Zonal and woreda government sectors, experts and provide reports on weekly, monthly, and quarterly basis to PIE PA and CO and all concerned bodies.
  • Taking leadership role in representing PIE in high profile different protection/GBV technical working meeting, cluster, level coordination meetings and other technical working group meeting as necessary.
  • Take leadership in the establishment of CPGBV AoR in the target districts and follow up the monthly coordination meeting with concerned government sectors and other stakeholders.
  • Lead the facilitation of periodic review meetings and community dialogues held with the government counter parts and other stakeholders.
  • Identify and engage GBV survivors and vulnerable adolescents and young women in life skill trainings and peer to peer education.

Related to Program Design;

  • Coordinate in the processes need assessment and data collection and project design
  • Involve and coordinate the preparation of annual plan, implementation and monitor project activities and ensure that program objectives and activities are in line with the context of PIE.
  • Ensure the technical soundness, appropriateness and general quality in project design and planning.
  • Take a lead in organizing various trainings to community members, government stakeholders, beneficiaries and other stakeholders on different topics.

Related to Monitoring and Evaluation;

  • Coordinate quality monitoring and joint supervision with concerned government sectors, PIE and donors and take timely action in consultation with sub office manager and child protection team and protection Coordinator and PIE.
  • Coordinate and manage and oversee the development, implementation, monitoring and tracking of work plans and budgets.
  • Provide operational guidelines and procedures for use by all stakeholders in the project implementation districts and

Related to coordination, partnership and networking

  • Take leadership on regular participation in CPSGBV AoR, Coordination meetings and related task force case management meetings, networks and other platforms at woreda levels and ensure timely sharing of information collected.
  • Take leadership as principal representative to zonal and woreda level child protection and GBV thematic networks and clusters to promote effective program implementation, to create collaborative and positive partnership and alliances, and to influence policy that maximizes the impact of intervention

Related to capacity building support

  • Provide adequate technical support to CPiE Officer and the relevant government organization and other like-minded partners in the area of CP and SGBV.
  • Participate on Child protection in Emergency and GBV related TOT trainings and workshops and cascade the training to concerned government experts, school structures and local communities, community facilitators, and other stakeholders.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Job Requirements

Essential

  • MA and or BA degree in Sociology, Social Work, Psychology, Public health, Child Development and other related fields.
  • A minimum of 6 years of humanitarian aid experience applied in emergency/recovery response operations preferably in the area of coordination child protection and GBV program Activity
  • excellent knowledge of Child Protection and SGBV minimum standards and basic principles; Good knowledge of SGBV and Child Protection case management, networking and coordination
  • Excellent knowledge of basic child protection and youth principles and child & adult development and learning
  • Good knowledge of donor grants and contract regulations.

Desirable

  • Ability to deliver quality programs in a desirable time and work under stressful conditions.
  • Proven ability to work in a team environment and independently.
  • Excellent written, verbal communication skills in English and Amharic.
  • Computer literate.
  • Good interpersonal skills.
  • Gender sensitive.
