Position Purpose

Pact seeks an experienced Grants and Contracts Director for the USAID/Ethiopia Sustainable Peace Activity (SP). SP will create a platform where USAID/Ethiopia can assist Ethiopian stakeholders to demonstrate greater resilience to prevent and respond to destabilizing manifestations of conflict. SPA will seek to strengthen legitimate structures and processes – including local peacebuilding councils – to effectively and nonviolently manage national, regional, and local level conflict issues; and expand collective awareness, access, and willingness of Ethiopians to utilize nonviolent systems to address grievances and mediate interests without violence.

Key Responsibilities

Reporting to the Chief of Party (COP), the Grants and Contracts Director (G&CD) will provide oversight to the subcontracts, grants, and compliance functions for SP, a USAID funded Contract. The G&CD provides overall compliance support for the Sustianable Peace contract, and oversees all subcontract and grants under contract (GUCs) issued under xthe Activity. He/she is responsible for training and mentoring staff on policies and procedures, donor regulations, and best practices, as well as working closely with the COP, Finance Manager, and Pact DC to ensure compliance with all donor regulations and effective and proactive management.  The G&C Director will be a member of the Senior

The specific duties to be carried out by the successful candidate are listed below:

  •  Oversee and manage the overall compliance of the SP Contract against USAID and Pact regulations and requirements.
  •  Ensure funds expended are compliant with US government regulations and Pact policies, including but not limited to training staff on contract requirements and ensuring prior approvals are obtained.
  • Oversee management of sub-contracts and Grants under Contract (GUCs).
  • Lead and oversee the development, management and complete life cycle of a variety of possible procurement mechanisms, including but not limited to sub-contracts, and/or GUCs.
  •  Review and update existing Pact guidelines for grants under contracts and subcontract issuance, including the solicitation process, awarding process, monitoring processes and closeout.Supervise and mentor grant, subcontract, and procurement staff engaged in the activities noted here.
  • Train Sustainable Peace team members on relevant policies and procedures, donor regulations, and best practices for implementation of a USAID contract.
  • Supervise ICT staff, ensuring organizational adherence to Pact ICT policy and USAID ICT requirements.  This includes oversight of the Sustainable Peace’s extensive grants under contracts database under development.
  •  Prepare regular Grants under Contracts financial and narrative updates for the Senior Management Team, and for USAID, including support to program and finance leads on accurate disbursement projections.
  • Responsible for implementing the project’s small business goals (including engaging small businesses and tracking progress) and submitting required reports to USAID.

Job Requirements

 Qualifications
  • Ma degree and 9+ years of experience or equivalent combination of education
  •  At least five years’ experience working in international development, preferably democracy and governance activities.
  •  At least four years’ experience with USAID contracts, specifically with management and/or administration of sub-contracts and GUCs.
  •  Knowledge of USAID rules, regulations and policies, particularly subcontract requirements.
  •  Experience managing compliance requirements for US Government funded Contracts which have been subject to the following: Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR), 22 CFR 228 Source and Nationality requirements, Cost Principles in 2 CFR 200 or FAR Part 31, and USG Single Audit Requirements (formerly “A-122” audits).
  • Experience working with Ethiopian civil society organizations.
  •  Fluency in English
  • Ability to travel within Ethiopia
  • Proficiency in relevant computer applications and databases.
  • Demonstrable experience managing grants, contracts or other mechanisms that allow projects to seamlessly change course in response to new information
  •  Experience with accounting software such as Serenic, Navigator, ERPs, ACCPAC, or others.
