JaRco Consulting is an international development consulting firm based in Addis Ababa, Ethiopia, specializes in qualitative and quantitative research, design of monitoring and evaluation systems, provision of training and capacity building and technical assistance across a wide range of sectors to governments, donors and local and international NGOs. We are dedicated to improving evidence-based interventions and programs for the well-being of individuals and communities, with particular focus on the most vulnerable in Ethiopia and throughout Africa.

Major Duties:

JaRco is currently seeking a full-time Human Resources Officer to lead overall staff management for the company. The human Resources Officer will lead staff recruitment and training, resolve staff disputes and grievances, develop and maintain performance management systems and develop appropriate staffing and administrative policies and procedures to ensure high-quality and efficient service provision to JaRco’s clients. The Human Resources officer will report directly to JaRco’s Director and will work closely with the finance and operation departments as well as JaRco’s Program coordinator.

Specific Duties and Responsibilities:

  • Recruitment and staffing:
    • Plan and manage recruitment and selection of staff;
    • Develop, administer and evaluate applicant tests;
    • Conduct exit interviews;
    • Manage issues related to understaffing, inter-personnel disputes, firing employees and administering disciplinary procedures; and
    • Prepare personnel forecast to project employment needs.
  • Organizational and space planning:
    • Manage and address personnel seating arrangements; and
    • Manage and coordinate the use of meeting spaces.
  • Performance management and improvement systems:
    • Implement and monitor a staff performance management system;
    • Administer employee discipline processes, especially with regards to employee attendance, delinquency, and truancy issues
    • Maintain records concerning employment records, performance appraisals, absenteeism rates and other personnel-related data; and
    • Identify causes of personnel problems and develop recommendations for improvement of the organization’s personnel policies and practices.
  • Regulatory Compliance:
    • Maintain knowledge of the legal requirements and government reporting regulations affecting HR functions; and
    • Ensure that all personnel-related activities (recruitment, compensation, benefits, dispute resolution, et cetera) conform to existing legal requirements and government reporting regulations.
  • Employee orientation, development, and training:
    • Plan and conduct new employee orientations;
    • Analyze training needs to design employee development, language training and health and safety programs; and
    • Plan and coordinate training and development activities for employees.
  • Policy development and documentation:
    • Update and implement human resources policies and procedures.
  • Employee and community communications and relations:
    • Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion and employee benefits;
    • Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping to resolve work-related problems; and
    • Maintain a human resource information system and employee database.
  • Compensation and benefits administration:
    • Administer staff compensation and benefits;
    • Ensure compensation and benefits are in line with company policies and legislation;
    • Negotiate bargaining agreements and help interpret labor contracts; and
    • Prepare and follow budgets for personnel operations.
  • Employee safety, welfare, wellness and health:
    • Handle employee complaints, grievances and disputes;
    • Provide counseling and dispute resolution services to employees;
    • Coordinate and manage employee health and safety education and training; and
    • Address employee concerns and grievances and communicate them to the Director as appropriate.

Job Requirements

Qualification

  • BA degree in Management, Public Administration, Human Resource Management and Law.

Experience

  • At least 5 years relevant experience related with HR working practices, recruitment, conditions of employment, negotiation with external work related agencies and managing employee related issues.
