Job Description
- Plans, organizes, directs, coordinates and controls all the human resource administration and capacity building tasks of the Society.
- Studies, develops and upon approval implements the Society’s human resource administration and training and development policies, strategies, employee handbook including procedures for various human resource function including recruitment, compensation package and grievance handling.
- Provides advisory service to management and staff on all human resource issues, including recruitment, compensation and benefits, job classification and employee welfare.
- Prepare short- and long-term manpower forecast for the society taking into consideration expected growth and new projects, by understanding strategic plan and liaising with the Director to translate that into quantifiable headcount requirements.
- Coordinates and facilitates the organization`s structure, staffing, job description, job evaluation and grading and compensation package in line with organizational staffing strategy and policy framework and submits proposals for approval and ensures proper implementation of the same.
- Establishes and maintains records of all employees; Ensure the existing HR system maintained reliable statistical data compiled from employees’ personal files for supporting timely and sound personnel actions; Develop exit interview template and establish system in gathering information to examines matters of employee turnover and to come up with possible solutions to the problems.
- Performs new staff recruitment, promotion, transfer and termination of employees in accordance with its delegated level of authority and the Labor Law and Ascertains that recruitments, selections and promotions handled by delegated working units and regional offices are in accordance with the Society’s Human Resources Administration policies, rules and the Labor Law.
- Ensures that all work units at the National Head Quarters and regional/ zonal projects have all the required human resource both in terms of quality and quantity and devises ways of motivating and retaining skilled manpower.
- Ensures that the pay systems of the Society are internally equitable and competitive with the prevailing overall market pay to be able to attract and retain competent staff the Society needs and initiates necessary improvements on it.
- Establishes system and handles human resource administration matters of branches and treat and provides the required technical support in proper & timely manner; Handles staff benefits such as medical and insurance benefits of the Head quarter.
- Develops manual that guides systems development and improvement of policies and procedures; In collaboration with other work units identify systems gaps and recommend appropriate solution.
- Facilitates the development and revision of policies, strategies, procedures and other systems; Ensure that capacity building components are incorporated in projects/programs and annual plan of the NS.
- Prepares/reviews and implements leadership and staffs competency framework; Facilitates leadership/staffs training and development at HQ and branches; Designs and implements human development initiatives such as tailor-made training, on-job training & long-term courses for staffs.
- Works proactively on action research, twinning arrangement, changing working culture, peer learning, coaching and mentoring and others; Plays key role in promoting team spirit across the organization to increase efficiency, effectiveness and reduce fragmentation.
- Identifies generic and specific capacity building and training needs of the NS & develops annual staff development plan to fill the gaps based on strategic human resource development programs; emerging organizational demands and required core competencies.
- Works towards improving the NS’s organizational culture; Ensure that all training programs are aligned with performance evaluation, strategic and program plan.
- Studies, develops and formulates the National Society’s employee’s performance measurement system to ensure acceptable & up-to-date Employees Performance Management System is in place.
- Explores and recommends management tools that further enhance human resource management, development, appraisal and reward systems at all levels of the National Society to sustain a highly motivated staffs, follows up and co-ordinates as needed with concerned departments, resource persons and institutes to organize training, workshop and exposure visits for the staff.

Job Requirements
- Second/First degree in Human Resource Management/ Personnel Management/ Management/ Public Administration, Business Management and
- 8/10 years related work experience, out of which 4/6 years on managerial position.
