INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
OVERALL PURPOSE OF THE ROLE:
As Humanitarian Disarmament and Peacebuilding (HDP) Manager you will be responsible for the overall Humanitarian Mine Action (HMA) programmatic strategy across the country operation, and closely work with the Head of Programme to ensure program integration. You will manage business development and fundraising activities and external representation, including strategies for engagement with key stakeholders. You will lead on the strategic development of HMA and Peacebuilding (PB) programming, including growth into new technical areas.
Responsibilities and Duties
PROGRAMME MANAGEMENT
- The HDP Manager will have overall responsibility of DRC’s HMA portfolio in Ethiopia, including strategic planning, implementation and monitoring, including:
- Ensure quality and timely project implementation, in accordance with the donor proposal and budget.
- Monitor expenditures, ensuring spending are aligned with donor’s budget and compliance requirements.
- Liaise with support services in AO and CO in developing appropriate plans for operational support (e.g. procurement planning, BFUs, etc.).
- Prepare project and budget updated ahead of Project Monitoring Meetings and actively participate in those to ensure challenges and bottlenecks are identified and addressed.
- Capacity building of key programme staff in project management functions for HDP projects, including budget follow up, procurement planning and tracking
- The HDP Manager will manage DRC programme staff, including people planning, development, capacity building and performance appraisal
- The HDP Manager is responsible for HMA grant management in close collaboration with country level Contracts, Finance, Grants and MEAL.
OPERATIONAL OVERSIGHT
- The HDP Manager is accountable for ensuring safety and compliance standards across HMA programming in Ethiopia in line with DRC HMA Standard Operating Procedures (SOPs) and International mine action standards (IMAS) and in coordination with the Operations Manager, the Head of Programme and the respective Area Managers in the field.
- The HDP Manager will maintain a Quality Management (QM) structure that includes monitoring and evaluation, piloting of new approaches and methodologies, and ensuring adherence to SOPs.
STRATEGIC DIRECTION AND QUALITY
- The HDP Manager will be a Senior Management Team member for DRC Ethiopia and provide strategic direction on the development of the HMA programming in Ethiopia, ensuring integration with other DRC sectors.
- The HDP Manager will provide guidance and oversight to the CO and AO team with respect to HDP programme development, eg. development of location targeting, participatory approaches to Explosive Ordnance Risk Education (EORE), review and updating of HMA Standard Operating Procedures (SOPs), provision of training and roll out of conflict sensitive practices and peacebuilding deliverables.
- The HDP Manager will lead on development of conflict sensitivity and / or community-based Peacebuilding programming, as new strategic areas for the programme.
- The HDP Manager will lead the development of HDP country-level sector strategy, including coordination of inputs from field teams, other sectors’ technical leads and HoP.
- The HDP Manager will actively contribute to HMA business development efforts, in close coordination with the CD and HOP, and lead the development of HMA project proposals.
STAKEHOLDER ENGAGEMENT
- The HDP Manager will actively engage in policy forums, including the Cluster System, and represent DRC on issues relevant to HDP.
- The HDP Manager will collaborate with Regional and in-country colleagues to develop key messaging and objectives for advocacy on HDP issues in Ethiopia.

About You
Experience and technical competencies: (include years of experience)
- Required – Minimum 7 years of relevant experience in Humanitarian Mine Action and Peacebbuilding related fields working in particular with INGO/NGO.
- Required – demonstrated technical skills and knowledge in HMA and Peacebuilding Program implementation and partnership.
- Required – Excellent writing and analysis skills.
- Required – strong experience in producing high-quality technical materials (training material, program tools, proposals, strategic documents etc.) and delivering trainings face to face and remotely, particularly on concepts of Humanitarian Mine Action.
- Required – At least 4 years’ experience with people management and experience supporting localization.
- Required – Experience working with Monitoring, Evaluation, Accountability & Learning.
- Required – Proficient IT skills (MS Word, Excel, Power Point)
- Desirable – experience with remote management of programming and line reports.
- University degree (bachelor’s) or Advanced University degree (master’s degree) in relevant field.
