The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of ICT Security Expert. 

The ICT security expert will be responsible for the entire election program security system. The Security specialist must prevent unauthorized access to the organization’s network system, Use and upgrade different software and inspect hardware to ensure internet security breach and minimize threats.

Reports to: ICT Manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Major Responsibilities

·         Assess and monitor daily network activities to identify security issues early and communicate them to the responsible party

·         Must ensure security of both hardware and software systems of the election system

·         Isolate and protect the employee data from internet service and threats

·         Demonstrate deep inspection to identify security threats on the election system

·         Monitor private breaches and threats and prevent organization documents from damage

·         Design and implement safety measures and data recovery plans

·         Install, Configure and upgrade software (antivirus programs, network firewall and intrusion detection)

·         Asses inhouse hardware systems and minimize risks

·         Protect Organizational data

·         Secure networks through firewalls, password protection and other systems

·         Analyse IT specifications to minimize breaches and give technical support on the matter

·         Draft policies and guidelines concerning network security

·         Assist in developing secure mobile access so that information can be safely accessed remotely via mobile devices

·         Create policies on how to transmit company information using devices such as USB drives or external online data services

·         Conduct employee trainings when needed

·         Follow instruction from line manager

·         Bachelor’s Degree in Computer Science, Computer Engineering, Information Technology, Information system, Management information system or related field.

·         5 years of relevant experience.

·         Demonstrated professional experience and knowledge as a computer security expert;

·         Knowledge of firewalls and prevention systems;

·         Familiar with risk management methodology;

·         Working knowledge of Microsoft server architecture;

·         Network administration experience required;

·         Willingness to adhere to all principles of confidentiality and handles sensitive issues and address inclusion matters with integrity;

·         Excellent problem solving and communication skill;

·         Ability to show initiative, good judgment, and resourcefulness;

·         Ability to work with senior management;

·         Fluency in Amharic and English required.
