The FHI-360 managed, USAID Healthy Behaviors (UHB) Activity, with its partners the Consortium of Action Aid Ethiopia; Zeleman Communications, Advertising, and Production; and Fraym, works to increase sustained adoption of appropriate health and nutrition behaviors in Ethiopia using evidence-based, theory-informed social and behavior change (SBC) strategies. It does so with the goal of contributing to reductions in unmet need for family planning (FP); reduced malaria-related morbidity and mortality, and its elimination; and improvements in maternal, newborn, and child health (MNCH) outcomes. It also supports other priority health needs related to nutrition; water, sanitation, and hygiene (WASH), and emerging infectious diseases (EID), like COVID-19; and works to transform social and gender norms that impede healthy behaviors and drive poor health outcomes across health areas.
Purpose: The purpose of this task is to produce illustrations for various SBC intervention materials of Malaria, Family Planning, Maternal and Child Health and GHSA under USAID Healthy Behaviors Activity – FHI 360.

Background on The USAID Healthy Behaviors Activity:
The USAID Healthy Behaviors Activity is a flagship Social and Behavior Change (SBC) initiative that operates in nine regions: Amhara, Benishangul Gumuz, Central Ethiopia, Dire Dawa, Gambela, Oromia, South Ethiopia, Sidama, and Tigray. This program focuses on various health themes and collaborates closely with Regional Health Bureaus to achieve significant behavioral changes at the household level. By creating an enabling environment at the community and structural levels, the initiative aims to promote improved health practices.
To achieve these goals, the USAID Healthy Behaviors Activity will develop a range of well-tested community-level SBC intervention materials. The spectrum of the type of illustrations derived from the following activity expected results:
IR 1: Increased adoption of optimal household health practices
IR 1.1: Improved comprehensive knowledge
IR 1.2: Increased skills of households and communities on health and nutrition practices
IR 2: Increased demand for health and nutrition services
IR 2.1: Improved health system literacy
IR 2.2: Improved communication and counseling of health providers
IR 3: Improved enabling environment for gender equitable and healthy behaviors
IR 3.1: Improved social norms and beliefs for healthy practices
IR 3.2: Improved capacities to ensure gender equality through gender transformative.
Purpose of this consultancy:
To address most of the target audiences’ demands and learning styles the quality illustrations make a difference in the interventions. The purpose of this consultancy is to draw the necessary high-quality illustrations for newly produced materials to elucidate the content of the SBC intervention contents/messages on Malaria, Family planning, Maternal and Child Health, and Zoonotic related issues.
SCOPE OF WORK
Under this SOW the consultant will deliver quality illustrations for the newly developed materials and will make necessary corrections based on the field test and implementing partners’ feedbacks.

Type of illustrations:
The illustrations classified in to three based on their type:
- Complex illustrations: The illustrations like large gathering and addressing a multi-layered message.
- Modified illustrations: The illustrations whose need to modify/adapt to other messages.
- Simple illustrations: The illustrations which doesn’t require more time like a single illustration.

Operational Definition of illustration type:
- Complex: the illustration composed with different variables that covers broad context will be under complex type of illustration.
- Modified: This will be based on the already existing illustration, which require a medication without a major shift of contexts will be under modified category.
- Simple: The illustration that doesn’t composed variety contexts, which shows a direct image of single and/or family images will be under simple category.
Qualifications:
- A minimum of 5 years of experience in illustration, graphic design, or visual communication.
- Proven experience in developing illustrations for health and development sectors, particularly in social and behavior change (SBC) interventions.
- Strong understanding of public health themes, particularly Malaria, Family Planning, Maternal and Child Health, and Zoonotic Diseases.
- Proficiency in industry-standard design software such as Adobe Illustrator, Photoshop, or CorelDRAW.
- Ability to interpret complex messages into clear, culturally relevant, and engaging illustrations.
- Experience working with development organizations, NGOs, or donor-funded programs (e.g., USAID-funded projects).
Level of Effort & Location:
- The consultant is expected to deliver 1179 illustrations within the contract period (January – June 2025).
- Work will be conducted remotely, with possible field visits or meetings as required by FHI 360.
- The consultant should be available for feedback sessions and must incorporate necessary revisions based on field testing and partner feedback.
- The estimated time commitment will vary based on project milestones, with intensive work periods in February and June 2025.
Reporting Methodologies:
- The consultant will report directly to the FHI 360 USAID Healthy Behaviors Activity team.
- All deliverables must be submitted in soft copy format per the required specifications.
- Regular progress check-ins will be scheduled with the project team.
- Feedback from regional health bureaus, partners, and field teams will be incorporated before final approval.
- Payment will be processed upon submission and approval of deliverables per the proposed work order.
Payment terms:
All payments will be made in Ethiopian Birr based on the ongoing exchange rate for up to a total of 1179 illustrations. The consultant is liable for any required taxes by law and other Ethiopian government mandated contributions to the proper government agency.

- Technical experience 70%
- Previous direct work experience on design and layout at health areas at development organization (15%)
- Quality of sample deliverables/product of the previous work (15%)
- Reference and recommendation (15%)
- Understanding of the Target Audience (Does the illustrator have experience creating visuals that resonate with the intended audience (e.g., healthcare workers, patients, policymakers, or the general public)? (15%)
- Timeline & Availability (Can they meet your project deadlines without compromising quality? Do they have competing commitments that might affect delivery? (10%)
