Background:
Chemonics International seeks applications for a long-term, full-time, Logistics Assistant for the five year, $44.95M USAID-funded Urban Water, Sanitation, and Hygiene (Urban WASH) Activity. Urban WASH supports accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas in ten cities. The activity aims to enable and professionalize WASH service providers; foster markets for pro-poor and inclusive WASH services; strengthen WASH planning, budgets, and service delivery oversight; and strengthen accountability amount urban WASH sector actors.
Job Summary:
The Logistics Assistant will report to the Senior Procurement Manager, responsible for overseeing day-to-day logistics in the main Addis Ababa office and related needs in up to 10 regional offices. He/She will be responsible for fleet management, 0ffice management, and general logistics needs related to Urban WASH activities.
Duties and Responsibilities
Responsible for project vehicle coordination and maintenance
  • Coordinates, facilitates and controls all vehicle requests, assigns and dispatches vehicles according to priorities and needs of users
  • Arrange annual inspection of project vehicles and ensure maintenance is up to date per Chemonics standard policy and procedures
  • Make sure genuine parts are replaced by the workshop to the vehicles at the time of service.
  • Inspect and receive vehicles from the workshop and ensure that the replaced parts are surrendered to Urban WASH.
  • Provide assistances to regional offices in arranging maintenance of vehicles and transport related issues
  • Ensures vehicle utilization as per Urban WASH/donor polices are procedures and pursue timely vehicle repair and maintenance.

Responsible for day to day logistical management of car hire service provider

  • Work with car hire service provider and make sure that the assigned vehicle by car rental agency is based on the requested specification.
  • Make sure log sheet is completed correctly by rental vehicle drivers
  • Verify the payment requested by car rental agency is based on the agreement we

Allocate taxi for in-town Urban WASH business when there is shortage of office vehicle and verify its payment

Arrange trucks whenever there is a need to transport materials or other items.    Accumulate necessary document for notification in case of accident

Responsible for day to day oversight of fuel procurement process

  • Follow fuel consumption standards for all vehicles and control fuel cost acc

Follow and review regular reports on the key performance indicators of a vehicle such us (fuel consumption, maintenance cost, utilization, tire consumption & its cost and so on)

Responsible for logistics

  • Facilitate Visa for Urban WASH staff when it is required
  • Coordinates for the processing of passport visa, and other travel documents and work permit for expatriate employees of the organization
  • Facilitate duty free papers and related activities with USAID and Ministry Foreign Affairs
  • Facilitate all local travel including air ticket for Urban WASH staff with in the country and outside the country

Any other communication with GOV/NGO

All other duties as assigned by Director of Finance and Operations or Chief of Party

Job Requirements

Professional qualifications:

  • Degree in logistics and supply chain management, social sciences, or business administration
  • 3 year of professional experience required in logistics, warehousing and/or transportation.
  • Experience working for foreign organizations or international donors preferred.
  • Preferred experience working with local governments and/or water supply projects
  • Proven capacity to work in an effective and collaborative manner.
  • Demonstrated leadership, versatility, and integrity
  • Familiarity with MS Office software suite
  • Solids personal interaction skills and the ability to act as a liaison between suppliers and customers.
  • Ability to work in a team and self-manage.
  • Fluency in English is required. Working professional proficiency in Amharic strongly preferred
