The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Logistics Support Officer

Within delegated authority, the Logistics Support Officer will be responsible for providing logistics support for new and ongoing field operations not limited to: supply chain management, materials management, transportation, maintenance, contracts and services management. S/he will also Support logistics activities with procurement, human resources, policy and other substantive units.

Required number: One

Reports to: Logistic Manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Major Responsibilities

·         The Logistics support Officer provides asset control and logistic support Election operation at NEBE.

·         Contribute for logistics and support plans, deployment timelines and budget requirements.

·         Develops logistical plans for specifically assigned tasks. Develops contingency plans and implements methodologies and tools to enable effective execution of logistic plans;

·         Support in ensuring effective and timely provision and coordination of diverse logistics support requirements;

·         Support NEBE logistics operations including management of logistics assets, materiel, contracts and personnel.

·         Support in ensuring timely, accountable and cost-effective delivery of cargoes;

·         Provides logistics support to ongoing air, land, sea, or rail operations at NEBE;

·         Plans and co-ordinates logistics support to new, sustaining, expanding, contracting and liquidating field operations;

·         Guides and supervises new/junior staff;

·         Knowledge of logistical operations and functional issues

·         Develop and maintain broad networks across various agencies and the government.

·         Manage personnel in the areas of procurement, accountable property, deployment, and property disposal

·         Negotiate with suppliers regarding price, lead time, ordering quantities, shipping terms, and delivery expectations to achieve ongoing cost containment and improvement

·         Maintain records/files of all purchases and related relevant information

·         Monitor and expedite materials and services captured on internal system database

·         Ensure promised delivery dates are fulfilled and communicate delivery notification or lead-time changes to requestors

·         Performs other related duties as required;

Job Requirements

·         Minimum of University degree in logistic management, procurement and supply chain management, business administration, or another relevant field;

·         A minimum of Three years of progressively responsible experience in a diversified logistics environment.

·         The ability to remain highly organized while handling multiple tasks under tight deadlines

·         Keen attention to detail

·         Sound decision-making, adaptability and accountability

·         Quick Follow-through

·         The ability to establish and maintain relationships with vendors

·         Ability to work in a stressful and challenging environment

·         Ability to show initiative, good judgment, and resourcefulness

·         Develop plans with attention to financial and time constraints;

·         Excellent communication skills and good Interpersonal Skills

·         Fluency in English required.
