About the Organization:

VisionFund Micro Finance Institution (S.C) is an Institution established according to proclamation No. 40/96 to provide financial services to the productive poor in the rural and urban areas of Ethiopia. VisionFund is currently operating in four of the Regional States of the country.

SUMMARY

Under the supervision of the Director, Credit Service and Portfolio Management Department, the Manager, Credit Service and portfolio Management Division, is responsible for planning, directing, organizing, coordinating and supervising the overall credit services of VFMFI. He/she identifies gaps in the credit service and portfolio management processes; identifies causes of customers’ dissatisfaction as well as gaps and problems on credit policies and proposes way out solution to Director, CS&PM. More specifically he/she will undertake the followings:

1. SPECIFIC DUTIES AND RESPONSIBILITIES

a.    Planning, Implementation, Monitoring and Evaluation

  • Plans, directs, organizes, co-ordinates and supervise the overall credit services and portfolio management of VFMFI;
  • Prepares annual plan and action plans to monitor and evaluate progress of the credit service VisionFund,
  • Examines the status of portfolio quality and ensures the timely reporting of same to Operations;
  • Ensures portfolio quality of loans and designs mechanism to minimize loan delinquency;
  • Follows up loans transferred to Legal Service and checks that legal action is taken on time;
  • Prepares loan provisioning as per the directives of NBE;
  • Presents recommendation for settlement of overdue loans including write- offs;
  • Proposes changes to be made to the credit policy and procedures;
  • Facilitates and decides on fund transfer to Branches from Head Office;
  • Maintains operational standards and scale up best practices and performances among Areas and Branch Offices;
  • Assesses strategic opportunities and proposes new branch openings and expansion as well as  recommends splitting of branch offices based on the operational volume of branches;
  • Makes an ongoing assessment of the operational environment to balance customers’ expectations with the Department’s stretched objectives;
  • Evaluates operational performances of Area Offices and provides necessary feedback based on the evaluation results;
  • Identifies branches with high performances productivity and propose to CS&PM for annual award and prizes;
  • Takes part in recruitment and promotion of Department staff as required;
  • Establishes supervision checklist, sets regular supervision schedule, assigns staff to conduct regular supervision in Branches and provides feedback to the Branches supervised.

b. Internal and External Communication

      Communicates, when necessary, and corresponds with the support Departments of VFMFI on issues of supports required for the core process activities;

      Communicates & collaborates with support Managers to facilitate any supports that should be provided to the Branches or Area offices to ensure smooth flow and high level performances of the core process activities;

Communicates with stakeholders and partners at Bureau, Zonal and Woreda level on loan disbursements, arrears collections, collateral and credit guarantee scheme issues to recover the defaulted loans when required;

c. Loan Management

  • Presents loan requests that are to be approved by the loan approving committee or departments with recommendation when necessary;
  • Participates or delegates on loan appraisal processes at Branch level when required;
  • Follows the status of delinquent loans and puts in place necessary mechanisms to enforce collection;
  • Timely transfers lists of the defaulted clients to Legal Service
    Department after exerting efforts to collect the defaulted loans with the existing collection and enforcing mechanisms;
  • Strictly follows up and provides necessary support to recover the loans defaulted from the collateral held or guarantee taken (Salary guarantee, collateral or credit guarantee fund),
  • Critically reviews and confirms loan rescheduling and refinancing proposed by the Area Offices and provides appropriate recommendation to CS&PM to present to the management committee for final decision;
  • In collaboration with the Legal Service and Area offices identifies loans that have to be written off and proposes to CS&DM for action, in accordance to the Company’s write-off policy.

d. Staff management.

  • Manages and supervises, leads, guides and supports the staff of the Division;
  • Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals of staff reporting to him/her;

Maintains sound employee administration of the division for better output with major emphasis to motivation, training and improving performance

 e: Coordination, Learning and Reporting

  • Coordinates and collaborates with all concerned government and non-government organs regarding credit and portfolio management programs;
  • Participates in the documentation and dissemination of lessons learned;
  • Ensures that reports are prepared and submitted to the concerned body on time and in a professional manner;
  • Prepares periodic progress reports of the division and gives feedbacks on the performances of Area Offices and Branches as required by the CS±

§  Ensures whether all operational transactions are timely captured, compiled and analyzed properly for decision making in the ways required by all users of the report;

§  Ensures the recording of past due loans by  age classification as required by the NBE;

Ensures the reliability of the Area operational performance reports (all operational reports) through reconciling with the Area financial reports;

§  Compiles and produces standardized performance reports to the CS&PM, stakeholder’s partners/ and other users.

f.     Other

§  Performs other duties as assigned by the CS&PM

Job Requirements

3. MINIMUM QUALIFICATIONS

a.    EDUCATION/TRAINING

  • MA/MBA/BA Degree in Marketing, Economics, Business Administration, Banking & Finance, Management or related field.

b.   EXPERIENCE:

  • 5/7 years of relevant work experience

C) TECHNICAL AND OTHER SKILLS

  • Proficiency in English language;
  • Good knowledge of participatory methodologies and skills in communications;
  • Computer literacy and demonstrated report writing skills;
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies;
  • Determined personality with initiative, perseverance and the ability to motivate and manage a team;
  • Capability and willingness to take responsibility and highly developed sense of rectitude
  • Proficiency in Microsoft office applications;
  • Proven outstanding talent in marketing in the financial sector, ideally in services to the under-banked;
  • Good knowledge in economic topics.

4. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

  • Office environment:  typical office based 60% and field 40%
