Summary of Major Duties & Responsibilities

The Manager, Finance and Administration Department, directly reporting to the Country Representative of ECF, is responsible to plan, organize, direct, coordinate and control the overall administration, finance and accounting activities, for the short and long term financial planning, consulting the country representative on financial decisions and providing necessary financial information and guidelines. Is responsible for managing all donations and Donor accounts and preparing financial reports for Donors on regular or needs basis. Review/or design and implement operational performance and control systems related to resource acquisitions acquisition and utilization as per the Charities and Societies Law, Labor Law, Financial and Physical Resource Regulations and related laws of Ethiopia. Prepare and implement program and working capital budget allocation and control mechanisms for approved work programs of EFC. Acquire, develop and maintain the necessary resources for the smooth running of approved projects activities by all organizational units as required.

 

Description of Duties & Responsibilities

  • The Manager, Finance and Administration Department, directly reporting to the Country Representative of ECF, is responsible to plan, organize, direct, coordinate and control the overall administration, finance and accounting activities.
  •   Prepare and submit the short and long term financial plan, budget and work programs of the ECF
  • Consult the country representative on financial decisions of of ECF and provide necessary financial information and guidelines.
  •  Manage and administer all donations and Donor accounts, prepare and present periodical financial requirement and utilization reports for Donors on scheduled or required basis.
  •  In cooperation with project coordinator and country representative, taking part in the preparation of quarterly and annual reports of ECF to be submitted to regional government offices and Charities and societies agency, especially ensuring the accuracy of financial information.
  •  Properly administer all movable and immovable property of ECF as per appropriate rules and directives.
  • Ensure that all procurement activities are undertaken following the legal standards of the country.
  • Review financial manuals and procedures and propose amendments from time to time so as to align financial operation activities to existing current situations of ECF.
  •  Properly executing the overall accounting activities of ECF as per approved standards and procedures.
  • Record and summarize financial information and documents by processing all receipts and disbursement vouchers on regular and timely basis.
  • Prepare and execute payroll, including payroll tax payables and all legal payments and receivables.
  • Observe and apply government tax regulations and taxation directives on timely and regular basis.
  • Journalize receipts and payments from prime documents, maintain and reconcile general ledger accounts on monthly basis.
  • Close books of accounts and prepare financial reports and present to the Country Representative and other stakeholders on scheduled and as required from time to time.
  • Properly organize and maintain property and project accounts.
  • Following up and evaluate staff performance of Administration and Finance Department.
  • Prepare and submit budget, work program and periodical performance reports of the Department.
  • Perform related duties as necessary and required by the Country Representative.

Educational background – Masters and above

Experience- 8years and above
