Job Description

 The MEAL Officer at ENAB will play a pivotal role in implementing and overseeing the monitoring and evaluation (M&E) activities of the organization’s projects at both national and branch levels. This position is instrumental in promoting evidence-based decision-making, enhancing program quality, and ensuring accountability to beneficiaries and stakeholders.

The MEAL Officer will provide inputs for programs design, facilitating accountability and feedback mechanisms at Organizational level and participating in projects and program evaluations.

  • S/he will be responsible for planning and budgeting processes together with the project team, monitoring and reporting. S/he will support in concept papers and proposals development, programs design as well as evaluation. she/he will be responsible for the overall documentation of learnings and best practices and sharing of the best and promising practices.
  • S/he will be responsible for timely tracking of project implementation, gathering data regularly, analyzing and synthesizing the data and preparing regular updates
  • Programs development & planning: – by closely working with the Program manager, facilitates and prepares annual plans and budgets through closely working with project coordinators, finance and the donor team.  Participates in program and projects design irrespective of funding sources.
  • Monitoring and reporting: – Undertakes all projects and programs’ monitoring and reporting using set performance indicators irrespective of funding sources by working closely with coordinators/ focal persons using appropriate monitoring and reporting tools and methodologies. S/he maintains detailed schedules of activity and budget implementation tracking systems for activities monitoring and budget utilization for each project.   Uses appropriate data management systems, analyses data, aggregates data to the required level and synthesis results for report writing using appropriate and relevant tools.
  • Programs and Projects Evaluation: – With guidance from the program manager, facilitates all projects and programs’ evaluations. S/he ensures proper coordination with respective stakeholders including the government offices and participation of targeted communities as required. Ensure evaluation reports are shared with concerned stakeholder for learning and future use.
  • Accountability: – With guidance from the program manager, facilitates rolling out social and program accountability frameworks and establishment of feedback mechanisms from beneficiary communities.  Document learning and share best and promising practices across the organization.
  • Surveys and assessments: – With guidance from the program manager and concerned units from National and regional offices, facilitates surveys and assessments following set standards and guidelines using prescribed tools and techniques Participates and facilitates in developing sampling frames, community mobilization, recruitment and orientation of enumerators, actual data collection and verification processes.  Internalizes survey and assessment methodologies and standard tools meant for the study in gathering qualitative and quantitative data, participate in field testing of the tools to ensure relevance of the questionnaire or tools to the local area to generate the required data with accuracy.
  • Networking and Collaborate with Partners: – S/he support the program manager and project coordinators in networking and collaboration with partners and stakeholders at national and local level together with regional coordinators.  S/he review critical findings from monitoring, evaluation and various survey reports for sharing with concerned stakeholders for shared understanding, smooth operation and promotion of cooperation.

Other assignments: –

  • Undertakes other assignments given from the Program Manager relevant to the role.

Job Requirements

Qualification required:

  •  BA/BSc Degree in Social sciences, Economics, Development Studies and related fields.

Experience:

  •  Minimum of Three years in relevant field and NGOs experience is preferred

Other Competencies/Attributes:

  • A deep understanding of disability inclusion.
  • Presentation, communication, networking and partnering skills;
  • Ability data collection and analysis using computer packages like Epi-info, SPSS, MS-Word, MS-Access, MS-Excel;
  • Participatory Program and Project Designing, Monitoring and Evaluation Experience;
  • A strong aptitude for organizational change, innovation, learning, team building;
