Plan International Ethiopia is looking for a Monitoring, Evaluation and Learning (MEL) Coordinator to effectively lead the monitoring, evaluation and learning activities for a project titled “My Body for My Future”. The project is focusing on sexual and reproductive health and rights with the aim to empower girls and boys to decide on their bodies and lives. This project is implementing in Amhara, SNNPR and Oromia through Plan as well as local implementing partners.

The MEAL Coordinator will be responsible and ultimately accountable for implementing the project’s Monitoring Evaluation and Learning (MEL) system, overseeing all aspects of M&E for the project implementing in Amhara, Oromia and SNNP Regions, providing capacity development in M&E to implementing project staff and partners, and developing and implementing the project’s knowledge management strategy, all with the ultimate objective of improving program effectiveness. Principles of collaboration, participation, transparency and respect for the agency of girls and adolescents will be integrated in all aspects of this role. The post-holder will be based in Addis Ababa yet travel to the project locations in Amhara, Oromia and SNNPR for approximately 50% of their time.

MEAL System: Lead the implementation of the project’s MEL system. A strong understanding of results-based management, gender equality, and technical proficiency in research, mixed methods, data collection, analysis and presentation are essential.

Capacity Development & Relationships Through participatory approaches, the MEL Coordinator will provide capacity development and ongoing coaching to project staff and implementing partners. Cultivating strong and respectful relationships with team members and partners will be an essential component of this accountability.

Knowledge Management & Reporting: Best practices and lessons learned are documented, shared, and integrated into programming.

Adherence to Plan International Policies Ensure that Plan International’s global policies for Safeguarding Policy and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant implementation standards and guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

This post holder will be stationed in the Oromia PA based in Addis Ababa with regular travel (approximately 50% of time) to Amhara, Oromia and SNNPR.

Job Requirements

Skills and Knowledge

  • Academic Qualification BA/MA in Statistics, Sociology, Economics, Development Research or other related fields
  • Strong understanding of results-based management tools and approaches
  • Demonstratable expertise in developing and implementing M&E systems
  • Strong understanding of gender equality, and child rights
  • Proven experience in planning, research, monitoring and evaluation of complex development projects
  • Knowledge of statistical analysis, quantitative and qualitative data collection techniques
  • Coaching and mentoring skills for building the capacity of project staff and implementing partner organizations in M&E and learning
  • Proven experience in facilitating and delivering various trainings using participatory approaches.
  • Aptitude for cultivating strong relationships with multiple stakeholders including girls groups, adolescent groups
  • Proficient computer skills and use of relevant software and other applications (e.g. MS Office and digital mobile data collection); knowledge of statistical software (e.g. SPSS) preferred
  • Ability to establish priorities in a time sensitive environment, track project performance, meet deadlines, and ensure high quality deliverables
