Overview

TMG is seeking a Monitoring and Evaluation (M&E) Specialist candidate for the upcoming USAID-funded Ethiopia Monitoring, Evaluation, and Learning (MEL) Activity.

This anticipated project will assist USAID/Ethiopia with project and activity evaluation, performance monitoring, knowledge management and performance management support services in alignment with the USAID Automated Direct System (ADS) 201, USAID’s Evaluation Policy, and the Journey to Self-Reliance (J2SR). This activity will inform monitoring, evaluation, and learning throughout all stages of the Program Cycle, supporting USAID’s focus on adaptive management to increase developmental effectiveness, and emphasizing CLA approaches to ensure that programs are coordinated with others, grounded in a strong evidence base, and iteratively adapted to remain relevant throughout implementation. This position is contingent on TMG being awarded this project.

**Please note: This is a local position. Only candidates with Ethiopian citizenship will be considered. **

Responsibilities:

  • Support the Senior Monitoring and Evaluation Specialist on the implementation of M&E activities.
  • Support in the development of evaluation methodologies and tools, and manage teams in primary data collection.
  • Collect and manage all project-related performance data.
  • Analyze and summarize performance monitoring and evaluation data.
  • Maintain the main project indicator database and filing system.
  • Provide training on the online reporting system, the project monitoring system, and the project indicators.
  • Present monitoring data on a quarterly basis to project technical staff, as required.

Job Requirements

Qualifications:

  • Master’s degree in international development, Statistics, research, social sciences, or relevant area.
  • Minimum of five years of experience conducting monitoring and evaluation on international development projects.
  • Experience in performance monitoring, assessing and tracking data quality, data management, and/or training in performance management topics.
  • Experience in evaluation methodology, experimental design, statistical analysis, sampling methodology and/or data collection and analysis.
  • Demonstrated experience conducting primary data collection.
  • Knowledge of USAID’s program cycle and Evaluation Policy.
  • Excellent facilitation and presentation skills.
  • Oral and written professional proficiency in English
