About the Recruiting Organization

The Network of African National Human Rights Institutions (NANHRI) is the regional umbrella body that brings together 46 National Human Rights Institutions (NHRIs) in Africa. It is established with a mission to support the establishment and strengthening of NHRIs to effectively undertake their mandate in line with Paris Principles. Towards this, NANHRI provides support to African NHRIs through national, regional and international co-operation, with the goal of enhancing their effective delivery of their functions of human rights promotion, protection, monitoring and advocacy. NANHRI HQ is based in Nairobi Kenya, but the organisation is also duly registered in Ethiopia with the Agency for CSOs and its Addis Ababa office is hosted in the premises of the Ethiopian Human Rights Commission.

Summary of the Partnership and Liaison Officer’s responsibility

The Partnership and Liaison Officer’s main responsibility is to oversee and coordinate the operations of the NANHRIs AU liaison office located within the Ethiopian Human Rights Commission in Addis Ababa. The Officer will coordinate engagements with the African Union Commission and its various departments, as well as manage the engagements and relationships with various partners and donor institutions based in Addis Ababa. This role entails intelligence gathering, planning and coordination with various staff based in Nairobi (HQ) to enhance seamless collaboration and synergy in NANHRI programmes.

Main tasks and duties:

Main tasks and duties of the Programme Officer includes the following:

  •  Strategic leadership, coordination and oversight
  •  Be the official representative of NANHRI in all invited spaces, in consultation with the senior management
  •  Provide leadership and coordination for all NANHRIs operations in the AU Liaison office, including the preparation and submission of regular reports and updates
  •  Maintaining administrative systems, databases and proper files of all NANHRI activities in the area of jurisdiction;
  • Organizing meetings, workshops and training events for partners members according to NANHRI’s work plans and overall strategy, including handling of logistics in cooperation with the administration and finance officers;
  •  Contributing to and participating in the Organisation’s strategic and annual planning processes.
  •  Networking and building strategic relationships with various stakeholders and duty bearers

Partnerships and Resource Mobilisation

  •  Contributing to the Organization’s resource mobilization efforts, including through preparation of project proposals;
  •  Donor mapping and intelligence gathering with a view to identify priority areas for possible collaboration
  •  Managing relationships with existing and potential partners including responding to any information requests or queries on existing programmes
  •  Establish and maintain an active database of contacts for all key institutions and partners within Addis Ababa
  •  Preparing overview and summary documents of the programme with a view to strategizing, creating synergy, and facilitate fundraising;

Human Resource management

  •  Support the recruitment and onboarding of relevant additional staff, in consultation with senior management
  •  Performance management of all staff under the direct supervision of the officer
  •  Facilitating information sharing, discussions and joint decision making in working groups of members when relevant;
  •  Rapporteuring and taking minutes of NANHRI meetings and activities;

Reports to: Executive Director- NANHRI

Duration: 12 months with a possibility of extension

Language: English. French will be an added advantage

NB: This position is open to residents or those that have a permit to work in Ethiopia.

Job Requirements

Qualifications

The Partnership and Liaison Officer should possess the following qualifications:

  •  Minimum of a master’s degree (or its equivalent) in law, social sciences, philosophy or any other related disciplines;
  •  Demonstrable understanding of regional and international human rights mechanisms; including the role and functioning of National Human Rights Institutions (NHRIs)
  •  Demonstrable knowledge and experience in resource mobilization and managing partnerships
  •  A minimum of five years’ experience in project conceptualisation, design, implementation and reporting;
  •  Experience in managing staff and performance
  •  Proficiency in written and spoken English (ability to communicate in French will be an added advantage)
