The Planning, Monitoring and Evaluation Engineer is responsible for tracking and assessing the performance of real estate projects, ensuring compliance with established standards, and providing actionable insights for continuous improvement. The role involves designing M&E frameworks, conducting evaluations, and preparing comprehensive reports to support decision-making.

Job Summary

Position Title: Planning, Monitoring and Evaluation Engineer

Reports To: Planning, Monitoring and Evaluation Department Head

Duty Station: Addis Ababa Head Office

Salary & Benefits: Negotiable, commensurate with qualifications and experience

Duties and Responsibilities

  • Review, validate and maintain intermediate schedules using Primavera or MS Project.
  • Coordinate with design, procurement, and construction teams to integrate activities into a cohesive plan.
  • Monitor progress against baseline, identify deviations, and propose recovery strategies.
  • Prepare progress reports and cash flow forecasts for inclusion in monthly departmental reviews.
  • Review and comment time impact analyses and document any time extensions required.
  • Assist in preparing KPI dashboards and action-plan reviews.
  • Contribute to capturing lessons learned on scheduling inefficiencies and best practices.
  • Conduct regular field visits and data quality checks; manage evaluation instruments and tools
  • Collect, analyze, and synthesize quantitative and qualitative data for monthly/quarterly reports
  • Generate case studies, change stories, and lessons learned for stakeholder sharing
About You

Job Specification

Educational Qualifications

  • MSc. /BSc. Degree in Civil Engineering, Construction Technology and Management or other related fields.

Professional Experience

  • 3 to 5 years of practical planning experience
  • Proven skills in Primavera P6 or MS Project

Core Professional Skills

  • Experience in workforce planning, training needs analysis, and program evaluation.
  • Strong reporting, documentation, and analytical capability.

Behavioral & Functional Competencies

  • Teamwork – Strong ability to collaborate across functions and lead teams.
