About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title: PMER Senior Officer – ERCS-Swedish RC Migration Project

Job Summary
The Senior Monitoring, Evaluation, and Reporting Officer will ensure effective oversight and assessment of Migration projects within ERCS. The post holder will develop and implement monitoring and evaluation frameworks, collect and analyze data to measure impact and outcomes, and report findings to the Project Coordinator, donor, and branches. This role is crucial for improving migration project effectiveness, accountability, and decision-making processes.
Key performance area
- Collects, verifies, and synthesizes qualitative and quantitative data from internal and external sources to support results-based planning, monitoring, and decision-making in line with IFRC PMER standards and the programme logical framework (logframe).
- In collaboration with project teams, develops and regularly updates Monitoring and Evaluation (M&E) plans, indicator tracking frameworks, and data collection tools in accordance with the Swedish Red Cross reporting requirements and standard PMER templates.
- Works closely with the Project Coordinator to support needs assessments, establish PMER systems, and design harmonized reporting tools and formats across all implementing branches.
- Ensures effective implementation of the approved M&E plan, providing technical backstopping to branches and field teams to ensure timely, accurate, and quality reporting, and consolidating periodic progress reports.
- Coordinates the preparation of high-quality narrative and results-based reports, ensuring alignment between programmatic and financial performance and compliance with agreed reporting schedules and donor requirements.
- Participates in results-based planning processes, including SWOT analysis, contextual reviews, and performance reviews, contributing to strategic, annual, and operational planning cycles.
- Supports the development and periodic revision of work plans (short-, medium-, and long-term), ensuring alignment with changing operational contexts, risk factors, and programme priorities.
- Develops and harmonizes PMER guidelines, tools, and standard operating procedures (SOPs) to ensure consistency in planning, monitoring, evaluation, accountability, and learning (PMEAL) across the migration programme.
- Conducts regular analysis of programme performance data against logframe indicators, including variance analysis, trend identification, and progress tracking against targets and baselines.
- Monitors compliance with donor agreements, ensuring that implementation aligns with agreed indicators, milestones, and reporting obligations.
- Conducts periodic field monitoring visits to validate data quality, assess implementation progress, and provide feedback for adaptive management and continuous programme improvement.
- Maintains, updates, and strengthens the PMER database and information management systems, ensuring data integrity, accessibility, and alignment with ERCS reporting standards.
- Analyzes and interprets programmatic data, producing high-quality analytical outputs (tables, charts, dashboards, and summary briefs) to support evidence-based decision-making.
- Ensures timely dissemination of approved plans, budgets, and implementation guidance to relevant stakeholders, with clear instructions for operational execution and accountability.
Qualification Requirements:
Education:
- Second or First Degree in Economics, Management, Statistics, Development Studies, or Regional and Local Development Studies.
Experience:
- 6 years (for Master’s degree holders) or 8 years (for Bachelor’s degree holders) of work experience in humanitarian and development projects.

Languages:
- Fluency in English (spoken and written).
- Fluency in Amharic (spoken and written).
- Knowledge of other local languages relevant to the project is an advantage.
