About CSRC
The Civil Society Resource Center (CSRC) is a dynamic hub supporting the capacity, networking, and effectiveness of Ethiopian civil society organizations (CSOs). The Center provides training, advisory, and information services to strengthen the governance, accountability, and sustainability of local and grassroots CSOs.
Position Summary
The Program Officer will be responsible for managing CSRC’s program implementation and subgrantee portfolio, including subgrant design and oversight, program planning and monitoring, and donor compliance. The role ensures quality delivery of program activities, sound management of subgrantee relationships, and timely, well-documented reporting to donors and management.
Key Responsibilities
1. Program Management
- Plan, coordinate, and monitor the implementation of CSRC programs and projects in line with approved work plans and budgets.
- Track program activities, milestones, and deliverables, and flag implementation gaps or risks in a timely manner.
- Draft and review program reports, including narrative and results reports for donors and management.
- Support program design, proposal development, and budgeting for new initiatives and donor opportunities.
- Contribute to monitoring, evaluation, and learning (MEL) processes, including data collection, analysis, and documentation of results.
- Coordinate logistics and content for workshops, trainings, and program-related events.
2. Subgrantee Management
- Manage the full subgrant cycle, including call for proposals, appraisal, due diligence, and award of subgrants to partner CSOs.
- Draft and negotiate subgrant agreements and amendments, ensuring alignment with donor rules and CSRC policies.
- Conduct regular monitoring visits and provide technical support to subgrantees on program and compliance matters.
- Review subgrantee narrative and financial reports and follow up on findings and corrective actions.
- Assess subgrantee capacity gaps and support the design and delivery of capacity-strengthening plans.
- Maintain organized subgrant files and trackers, ensuring full documentation for audits and donor reviews.
3. Compliance and Coordination
- Ensure program and subgrant activities comply with donor regulations, ACSO requirements, and CSRC policies.
- Liaise with donors, partner organizations, government offices, and other stakeholders as required.
- Coordinate with the Finance and Admin team on budget tracking, disbursements, and subgrant payments.
- Support internal and external audits and donor compliance reviews related to programs and subgrants.
4. Other Duties
- Contribute to organizational learning by documenting lessons learned, case studies, and best practices.
- Support knowledge management and communication products, including briefs, presentations, and success stories.
- Perform other related duties as assigned by the supervisor.
Qualifications and Experience
- Advanced degree in Development Studies, Social Sciences, Law, Business Administration, or a related field (Master’s preferred).
- Minimum of 6 years of relevant experience in program management and subgrant/subgrantee management within NGOs or CSOs.
- Strong knowledge of Ethiopian CSO regulatory requirements and donor compliance frameworks (EU, World Bank, OSF, USAID, or similar).
- Demonstrated experience managing subgrants, including agreement drafting, monitoring, and capacity building of partner organizations.
- Excellent command of English and Amharic (both written and spoken).
- Strong analytical, report-writing, and organizational skills, with high attention to detail and integrity.
- Ability to work under pressure, manage multiple priorities, and meet tight deadlines.
