Job Description

The purpose of this position is to work closely with Head of MEAL and the team in leading promotion of transparency and internal/external accountability, advising all concerned units, and providing technical support in mainstreaming client feedback mechanisms and learning in all policies, strategies and programs of WVE. The position will ensure streamlining of beneficiary feedback mechanisms at ADPs in alignment with technical projects implementation, integrating client feedback mechanisms the programs design. He/she will be responsible for documenting best practices and challenges as well as sharing the same for learning, using the experience in integrating feedback mechanisms into sector/strategy/technical programs and key function of the position.

I.             Enhance Beneficiary/ Community / Systems at all levels (NO & Field Levels)

§  Lead the development and updating NO Program Accountability Guideline, field Level Community Response Operational Manuals, Planning and Reporting Templates

§  Be NO focal point for communication between World Vision Support Offices/EAR/GC and National Office to work on planning, implementation, Monitoring and reporting of beneficiary /community feedback Mechanisms (CFRM), Program Accountability Frame work (PAF), Advocacy and Program Quality effectiveness self-review tool (PQESRT)

§  Follow up scaling of beneficiary accountability and provide all the required technical support to project implementers for ensuring streamlining of the beneficiary accountability through all WVE programs (sponsorship, PNs and grant projects)

§  Track progress of implementation of Program Accountability in all APs, Response and Emergency Programs; Scaling up   and documenting lessons learnt and best practices to be shared at CPO, RO and NO levels

II.           Enhancing Client Feedback and Advocacy Learning Initiative

§  Lead the development and effecting of trainings materials on client/community feedback mechanisms, manuals, standards, proposals, ToRs, guidance/technical approach and Feedback Loops enabling adaptive programming based on beneficiary feedback

§  Lead the development and effecting of trainings materials on Local Level Advocacy and Social Accountability (Citizen Voice and Action) manuals, Core humanitarian standards, guidance/technical approach and enhancing capacity of Staffs and Stakeholders/Partners to improve quality service delivery and influence existing policy gaps

§  Provide technical support and ensure that client feedback mechanism issues are identified, prioritized and mainstreamed in all DME process, in field Operation Sites (APs, Emergency and Response Programs) and build the capacity of WVE staff and partners in order to enable them understand facilitation and promotion of participatory processes and address accountability issues

§  Coordinate and provide technical leadership Support in undertaking studies such as context analysis, baseline assessments, stakeholder analysis and vulnerability assessment that would lead to advocacy, policy dialogue on promotion client feedback mechanisms at all levels;

§  Develop contextually appropriate and evidence base system/tools for documenting, responding and reporting NO performances of feedback and complaints statuses, PQESRT and Advocacy to effectively mobilize communities and various stakeholders to monitor service provision and enter into dialogues with providers;

§  Support Head of MEAL in work with WVE leadership to mainstream client feedback mechanisms and advocacy issues in policy/ strategy development and in programs in harmonizing client feedback mechanisms, advocacy and equity issues

§  Conduct regular field support visits and coordinate client feedback mechanisms and Citizen Voice and Action learning/reflection events to assess progress arising out of stakeholder engagement at the local and national levels, and synthesize and document most change stories and innovative practices

 

III.          Stakeholders engagement and Advocacy

§  Identify staff and stakeholder’s capacity needs and recourses in promoting accountability (to communities, donors, the government and other stakeholders) and provide the necessary technical support accordingly

§  Follow up and availing technical Support so as to move forward local level Advocacy and Social Accountability planned works at Area Program levels for the strategy period

§  Deliberate regular communications with respective stakeholders and partners (government, CSOs, CBOs, forums, Interagency Accountability working groups (IAAWG) and UN agencies to lobby, to advocate and to influence existing Policies to ensure social services retaining quality standards as stipulated in Policy indicators

§  Conduct situation analysis and assessment on key priority accountability areas and policy issues for WVE

§  Identify and collaborate with respective partners and stakeholders at the national and local levels in promoting Social accountability and Advocacy (local and National) for program effectiveness in WVE priority sectors

IV.          Documentations and Sharing of best practices and Handling other businesses

§  Lead in documentation and sharing of best practices on prioritized accountability issues (PAF and CVA) for enhanced dialogue and establishing of functional client/community feedback mechanisms and other cross cutting issues (like Sustainability and gender) in WVE work

§  Handling Program and Social Accountability businesses by teaming up with NO MEAL, Protection and Equity team and HEA team, Grant Team and any other business given to him/her by MEAL department Head & PELS Division

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

§  8+ years of experience in social accountability or related fields of which at least 5 years is within programs with large portfolios

§  Demonstrated experience in building/enhancing networks for public dialogue purposes and developing and implementing effective public engagement strategies

§  Proven experience of managing citizen generated lobby and advocacy initiatives for ensured quality Service, and make accountable service providers failing to stick to their promise and commitment of delivering quality service as per nation’s standards

§  Strong skills in participatory program planning, monitoring, evaluation, learning and knowledge management and quality reporting

§  Ability to plan, coordinate, set priorities and meet deadlines

§  Excellent communication skills, both orally and in written

§  Sound interpersonal skills and ability to establish and maintain effective partnerships and working relations

§  Ability to conduct independent research and analysis, identify issues and recommend solutions

§  Ability to consistently achieve results within the given timeline and budget

§  Practical Skills and ability of designing and preparing guidelines, Standards, manuals and Training/building the capacities of Staffs and respective Partners (particularly on community/beneficiary feedback systems, Advocacy and Social Accountability   approaches)

§  Good understanding and commitment to the survival and protection of children, gender equality and disability inclusive programming

§  Strong understanding of and commitment to client feedback mechanisms, Advocacy and policy dialogue with knowledge of relevant international & regional human rights instruments and national legislations

§  Strong understanding and practical skills on notions and applications of WV’s Program Accountability frame work and Social Accountability and Local Level Advocacy approaches

§  Excellent organizational and analytical skills, with a capacity to work and produce results within a tight timeframe

§  Ability to identify and urgent, potentially sensitive and strategic technical decisions and acts on them accordingly

§  Multi-tasking and performing other duties as required

Required Education, training, license, registration, and certification

§  Qualification required: Master’s degree in international development, leadership, public policy, social work and other social sciences

§  Certified Training on Program and Social accountability mainstreaming and public advocacy required

§  Proven knowledge of community development and sound beneficiary feedback mechanism methodologies and the ability to work in a participatory manner developing shared ownership and vision

§  Excellent Speaking, writing and reporting skills in English and local languages.

§  40% travel into APs, Response and Emergency Offices
