The Austrian Development Agency (ADA) is the operational unit of the Austrian Development Cooperation (ADC) and is responsible for implementing all bilateral programmes and projects in ADC’s partner countries on behalf of the Austrian government. Austrian Development Cooperation aims to reduce poverty, conserve natural resources and promote peace and human security in all interventions.

Austria’s development policy is outlined in the 3 Year Programme 2019-2021. Ethiopia has been a priority countries of the Austrian Development Cooperation since 1993. Project interventions are aligned with Ethiopia’s national and local development strategies and harmonized with other international partners active in the country. The current country strategy focuses on resilience building and inclusive governance and covers the time period of 2019-2025.

SPECIFIC DUTIES

In close cooperation with the Head of Office, the candidate will focus on the following duties and responsibilities:

Program Management in the areas of Gender and Governance under the Inclusive Governance thematic focus area of ADC´s Country Strategy 2019-2025

  •  In charge of managing the ADC’s Inclusive Governance program portfolio, which has a focus on the Amhara region of Ethiopia
  •  Assesses potential partner organizations and multi-donor programs with a view to identify suitable project interventions
  • Provides comments and feedback to draft concept notes, guides partner organizations regarding project approval and implementation procedures, provides feedback on reports
  •  Cooperates closely with experts and staff members of the Austrian Development Agency (ADA) head office in Vienna regarding draft proposals, agreements, reports and evaluations
  •  Applies project cycle management, monitors and assesses project implementation progress, verifies partner reports and conducts field visits
  • Carries out internal reporting duties, provides input on the ADC’s policy development
  •  Participates in Steering Committee, maintains close dialogue with partner organizations, stakeholders and beneficiaries
  • Participates in the planning and implementation of evaluations, drafting of TORs and selection of consultants and partnerships, comments on evaluation reports based on OECD/DAC evaluation criteria
  • Maintains ongoing dialogue with both government and non-government stakeholders and partner organizations on program objectives, pertinent strategies, accurate reporting including financial management and assists in relation to applicable standards and log frame development;
  •  Actively participates in coordination meetings of relevant donor working groups; takes part in joint field missions
  • Keeps informed on national policy development in relation to gender, inclusive governance, social inclusion and related issues.

LANGUAGES:

  •  English, Amharic

REQUIREMENTS AND QUALIFICATIONS

  •  Master´s degree in relevant fields of study such as Gender Equality, Diversity and Inclusion, Governance or Development Studies
  • 5 years of professional experience, with a minimum of 2 years in relevant field
  • Experience in working for NGOs and/or international development organizations
  •  Pro-active and self-motivated team player with well-developed networking skills
  •  Commitment to continuously develop and expand own knowledge base
  • Excellent planning, reporting and communication skills
  • Proven experience of Project Cycle Management
  •  Proven experience in evaluation/monitoring tools
  •  Excellent MS office skills
  •  Ability and willingness to travel to rural areas
  • Capability to work in an international multicultural environment
  • Ability to prioritize work efficiently and productively
  •  Very good command of spoken and written English
  • Very good knowledge of spoken and written Amharic
