Purpose of the position

The purpose of the Project Officer is to ensure that all Ethiopia Joint Response (EJR) Project activities are implemented based on the project proposal and in accordance with Cordaid’s project-based working principles, procedures, and approach. He/she is responsible for the planning, direct implementation, supervision, and reporting of EJR activities. Moreover, he/she proposes adjustments according to emerging needs and priorities. He/she establishes and maintains close working relationship with EJR partners, CBOs, government sector offices, and NGOs during implementing and monitoring the project; organize quarterly progress review meetings; document and share potential promising practices/good practices and lessons learned that have a positive and lasting impact on the lives of the target beneficiaries. He/she will ensure operations are following the Cordaid, the donor and government policies and requirements procedures, so that they improve performance, ensures the quality of the project work, achieve intended results, and ensure sustainability of the interventions.

Responsibilities and Accountability

Project Management 

  • Responsible for the planning, daily management, and implementation of EJR project activities.
  • Analysis and provide periodic update issues affecting EJR project in the locality area.
  • Develops quarterly and monthly detailed implementation plans (DIP).
  • Manage the day-to-day implementation of the project’s activities.
  • Ensures that EJR project activities are implemented as outlined in the project agreement and in accordance with the organizations programming principles.
  • Responsible for the timely submission of well-prepared monthly project updates to your supervisor in Cordaid Ethiopia.
  • Ensure complete and timely reporting of activities to Cordaid-Woldia field Coordinator and concerned line government offices.
  • Ensures that all project activities are carried out with full participation of the individuals, community, CBOs, government sector offices, and other stakeholders.
  • Prepare and manage a comprehensive activity plan for the EJR project, including resource needs analysis, covering the time frame of the project proposal.
  • Provide ongoing feedback to project activities and propose adjustments in annual implementation plans according to emerging needs and priorities.
  • Ensure proper identification of project achievements, good practise, and lessons; and document and file according to Cordaid and donor guidelines.
  • Ensure EJR is implemented in line with the Project proposals or requirements and in accordance with CHS, and other international standards like Sphere standards.

Financial Management

  • Working closely with EJR field Coordinator and Assistance finance officer to ensure that the project budgets are spent according to the Cordaid’s and donor’s regulation and whether within the appropriate timeframe.
  • Ensure and contribute for proper utilization of the project budget and monitor the spending per activity.
  • Ensure the timely request of all payments (including procurement, travels, incentive, and other payments) that are relevant for the success of EJR management.
  • Contribute for appropriate cash management system in Woldia Project coordinating office.
  • Support the finance officer in gathering quality financial documents and on time.

Monitoring, Evaluation and Learning      

  • Conduct regular supervision and monitoring against project objectives and reports to field coordinator on time.
  • Ensures that MEL findings/results are reported, documented, and contribute for similar planning.
  • Support other MEL tasks such as conduction of need assessments, midterm, and end of project evaluation; organize quarterly review meetings, joint monitoring visits of EJR project.
  • Periodically visits field activities and provide formal and informal feedback to supervision in terms of adequate and inadequate progress as well as recommendations for improved performance.

Job Requirements

Minimum qualifications and skills

  1. Education: First Degree or post graduate degree (MA/MSc) in project management, economics, management, business administration, social science, or related fields
  2. Years of Experience: Minimum of three years of with similar work experience with degree or two years relevance experience plus pot graduate. NGO experience with similar responsibilities is preferred.
  3. Fields of Expertise: Project management and coordination

Technical skills

  1. Technical and professional knowledge and experience in humanitarian-resilience nexus Programming
  2. Experience in the design, implementation, monitoring, and evaluation of humanitarian Projects.
  3. Experience in managing multi-sectoral (including WASH, FS&L, and MPC) humanitarian Projects.
  4. Team-player with good inter-personal skills; and having good report writing skills.
  5. Computer literate and ability to use basic operating systems.
  6. Written and spoken English language skills
