Job Description

  • Develop/review emergency shelter related drawings/designs, specifications, bill of quantities and other documents provided by shelter and NFI cluster, EOC or concerned government offices and verify technical compliance and make use of the information for emergency shelter construction
  • In association with relevant experts from government offices, perform emergency shelter surveys and rapid assessments and use the information to improve the quality and standards of the shelters and also to make necessary adjustments or adaptations as needed to the changing context as advised
  • Review and conduct detail analysis of the humanitarian situations and local context including security issues to ensure the selection of appropriate and accessible sites for emergency shelter construction
  • Conduct close field supervision to ensure most cost effective and most efficient implementation of the shelter construction and other related works in line with the plan, design, available standards, community needs and donors requirement
  • Prepare monthly, quarterly, biannual and annual progress reports as requested
  • Prepare, revise or update bill of quantities, specification and cost estimate for shelter response  works
  • Engage with clusters and humanitarian coordination platforms at zone and levels including EOC to ensure coordination and mutual support in the area of emergency shelter with government and other humanitarian partners
  • Make regular contacts and hold discussions with government officials at Woreda and Zone levels and also with beneficiaries to create smooth relationships, mutual understanding and support in the area of emergency shelter construction
  • Facilitate handing over of completed shelters by the project to the beneficiaries in consultation with the concerned government offices and cluster representatives and ensure proper documentations for future reference
  • Provide timely updates including 5Ws and narrative reports and feedback on the progress of the shelter construction works, challenges and concerns encountered to the Project Coordinator and others as requested in writing and follow up action points
  • Facilitate payments and cash transfers to beneficiaries identified for emergency shelter response
  • Supervise, oversee and guide the day to day activities of the foremen that will manage shelter constructions in the project target woredas
  • Prepare and review agreements, if any, that need to be signed with beneficiaries or other parties in accordance with the guidelines/policy of the organization

Job Requirements

  1. Qualifications Required: BSc degree in Civil Engineering and related fields

           

  1. Work Experience: 2 years’ experience in emergency shelter construction or related fields
  2. Additional Requirements: Committed to WV’s vision, mission and core values.
